DESCRIPTION

QUESTIONS
GENERAL

STATEMENT OF JOB

Communicates, plans, coordinates and implements programs and projects to purposefully inspire and educate the community to take actions necessary to improve the beauty and sustainability of the environment in Okaloosa County, including litter control and improved recycling educational outreach.

EXAMPLES OF WORK
  • Performs duties as assigned related to the Recycling Program educational outreach, environmental advocacy partnerships and acts as the Director of Keep Okaloosa Beautiful.
  • Exercises public outreach with a focus on recycling education in collaboration with Waste Resources Staff, Public Information Officer and recycling service provider for an overall goal to maintain low recycling contamination rate standards.
  • Develops and maintains relationships with academic, non-government, and non-profit organizations that relate to environmental resources, goals and initiatives.
  • Establishes and nurtures productive working relationships with regulatory and advocacy entities such as Keep Okaloosa Beautiful Advisory Committee, the Florida Department of Environmental Protection, FDOT, Keep America Beautiful, and Keep Florida Beautiful.
  • Engages and collaborates on environmental educational outreach and public information initiatives in collaboration with the Waste Resource’s Division of Public Works, Coastal Resource’s Division of Tourism Development, and County Administration’s Public Information Officer.
  • Responds to inquiries and concerns of the public, media, professional organizations, civic groups and outside county departments relevant to recycling, coastal and inland environmental concerns.
  • Schedules and coordinates special projects and events in line with Recycling Services of Okaloosa County’s Waste Resources Division, Leave No Trace initiatives, Keep Okaloosa Beautiful, and beautification partnerships.
  • Gathers and edits engaging photo and video content in the field and at events for social media and traditional media content.
  • Engages and responds to the public through Social Media platforms including Messenger, Facebook, Instagram, X (formerly Twitter), YouTube, and LinkedIn. Interfaces with other department Facebook pages to share information, keep citizens engaged and generate impactful environmental educational outreach.
  • Assists the Public Information Officer as needed in the Emergency Operations Center (EOC) during activations to keep the public informed of environmental impacts, in accordance with the County Emergency Management Plan.
  • Assists Coastal Resources Division of the Tourism Development Department with projects related to coastal resiliency, marine debris removal, ecosystem restoration, and other related projects.
  • Performs other duties as assigned.
MINIMUM QUALIFICATIONS
Education, Training and Experience:

Bachelor’s degree in one of the environmental or natural sciences, or closely related field; supplemented by two (2) years of experience in public relations in strategic communication planning, program evaluation, project management, and/or research/analysis with an emphasis on environmental concerns; or an equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities. Requires experience in public speaking and social media for business. Must have excellent writing and organization skills. Adobe and Microsoft Word experience is required. Experience with Microsoft Outlook, Excel, and professional photo and video editing software is preferred. Experience with recycling program communications and/or environmental program development is preferred. Licenses and/or

Requires a valid driver’s license.

OTHER REQUIREMENTS
Physical Requirements:

Requires the ability to effectively operate modern office equipment, to include computers, copy/fax machines, and any related peripherals. Must be able to exert up to 50 pounds of force occasionally, or up to 25 pounds frequently, to lift, carry, push, pull or otherwise move objects. Requires the ability to traverse irregular or uneven terrain as needed, and be able to tolerate stationary positions often. Must be able to work for sustained periods of exposure to outside atmospheric conditions. Physical demands are essentially those of sedentary work.

Language Ability:

Requires the ability to communicate effectively in English, including the ability to convey, record and exchange information; requires the ability to explain procedures and to give, receive and follow oral and written instructions. Must be able to read and interpret a variety of moderately complex technical data, policy and procedure manuals, codes, professional journals. Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of grammar, spelling, diction and punctuation. Must be able to communicate effectively and efficiently in a variety of technical and/or professional languages used within the parameters of the job and with a broad array of individuals from various professional backgrounds.

Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret a variety of technical instructions in written, mathematical or diagrammatic form; to learn and understand relatively complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Numerical Aptitude:

Must be able to add, subtract, multiply and divide; to determine weight; calculate decimals and percentages; compute discount, profit and loss, ratio and proportion. Ability to compute and analyze statistical data is preferred.

Interpersonal Temperament:

Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under varying levels of stress, imposed by frequent deadlines, peak workloads or public contact.
