Description of Work It is full-time (40 hours per week) with State Benefits. This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management. The Environmental Specialist II position will serve as a professional staff member involved in the complex multi-disciplinary areas of field investigations, facility evaluations, permitting, and compliance determination of permitted and regulatory activities, enforcement efforts, and working with associated parties on existing and proposed collection systems.
Key Responsibilities:
Process and prepare permit applications for sewer collection systems through the Fast Track Sewer Permitting Program that are received and reviewed in the Washington Regional Office.
Evaluate projects to ensure downstream components can handle additional wastewater flows. These components would include pump stations, gravity sewer lines, and wastewater treatment facilities.
Prepare detailed reports in accordance with Division guidelines and identify any specific concerns, special permit conditions needed, monitoring requirements, and other information of importance to project and provide recommendations for issuance or denial of project.
Compliance evaluation and oversight of permitted collection systems. These facilities are inspected based on US Environmental Protection (EPA) guidance. Conduct inspections at Non-Discharge and NPDES facilities to document compliance with permitting conditions.
Provide responses to any identified non-compliance to include drafting of Notices of Deficiency, Notices of Violation, and Notices of Intent to Enforce.
Review monthly monitoring and application reports for compliance, reconcile databases, and take action as needed to address any identified compliance issues.
Provide response to a variety of environmental incidents and complaints.

The Division of Water Resources is responsible for protecting North Carolina’s drinking, surface and groundwater for all waterbodies including lakes, streams, rivers, wetlands and aquifers. This environmental stewardship is accomplished through actions including permitting issuance, investigations, regulatory compliance and enforcement, monitoring and field assessments, certifications, laboratory analysis and testing, planning, water quality standards management, educational outreach and other efforts. Bachelor’s degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and two years of experience related to the area of assignment; or an equivalent combination of education and experience.
