Environmental Specialist I (Flexible/Hybrid) State of North Carolina – Dept of Environmental Quality Forsyth County, NC • Hybrid work Description of Work Are you passionate about the environment and want to make a difference? DEQ has an open opportunity for an Environmental Specialist I. It is full-time (40 hours per week) with State Benefits . This is an anticipated vacancy. This position is expected to be available on 6/26/2025. • This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management. The Environmental Specialist I will perform compliance inspections and issue permits as delegated to the regional office for facilities requiring NPDES permits, non-discharge permits, animal operations, groundwater well permitting (i.e., monitoring well, injection, supply, etc.), and other DWR jurisdictional regulatory programs.
Key Responsibilities:
Conduct compliance inspections and sampling at facilities holding an NPDES permit and sewer collection system permit. Review permit applications and assist with issuing permits or certifications under the regional office jurisdiction. Enforcement and regulatory implementation of State regulations, NPDES and Non-Discharge programs, Riparian Buffer Regulations, surface water standards, and 401 Certifications. Investigate citizen complaints, respond to emergency incidents such as fish kills, chemical spills, or oil spills, and develop enforcement documents and actions, as necessary. Valid Driver License.
The Division of Water Resources:
The Division of Water Resources is responsible for protecting North Carolina’s drinking, surface and groundwater for all waterbodies including lakes, streams, rivers, wetlands and aquifers. This environmental stewardship is accomplished through actions including permitting issuance, investigations, regulatory compliance and enforcement, monitoring and field assessments, certifications, laboratory analysis and testing, planning, water quality standards management, educational outreach and other efforts. The Water Quality Regional Operations Section (WQROS) , with seven regional offices, focuses on service to the regional surface water and groundwater concerns of citizens, local governments, and business communities. Regional office personnel are often the public’s first contact with the agency for environmental permit acquisition and compliance, and for environmental emergencies.
Regional office staff:
issue permits for sewer extensions, wetland and stream impacts, and well construction; conduct permitted facility inspections and incident investigations; and monitor & collect surface water samples (ambient monitoring).
