Medical Research Manager / Blood Program Analyst ACLC is seeking an experienced Medical Research Manager / Blood Program Analyst to support the Medical Modernization Program Management & Tactical Operations Medical Skills Lab Services contract at the Tactical Operations Medical Skills (TOMS) Lab, Hurlburt Field, FL. This position plays a critical role in advancing battlefield trauma care and operational medical capabilities for Air Force Special Operations Command (AFSOC). The selected candidate will support medical research and development (R D), manage blood program initiatives, and contribute to fielding advanced medical technologies for special operations forces. This role requires interfacing with a wide network of medical and operational stakeholders, including AFSOC/SG, USSOCOM, AFMEDCOM, DHA, and other modernization and research entities.

MINIMUM QUALIFICATIONS

Minimum of eight (8) years of medical or clinical laboratory related managerial-level experience in logistically unsupported locations (i.e., deployed location, field conditions, prolonged field care). Military medical experience strongly preferred. Master’s degree or higher in a relevant field (medical technologies, chemistry, laboratory, or clinical services). Proven experience in physiological, cellular, and chemical characteristics of blood and other potential human biomarkers to assist staff in evaluating medical research related to trauma and other battlefield medical concerns, such as diagnostics and detection. Demonstrated experience with Blood Donation Programs, including storage, documentation, shipping/receiving, and temperature control. Experience with the Armed Services Blood Program is preferred. At least four (4) years of managerial experience in clinical oversight, planning, and accomplishing projects, and basic program management skills. An active Secret Clearance, or the ability to obtain one, is required.

ESSENTIAL DUTIES / RESPONSIBILITIES

Assist

AFSOC/SG

with planning, analysis, and management of AFSOC medical research needs related to the following mission areas: point of injury/battlefield trauma care; force health protection and austere support, operational performance, and medical simulation and training. Provide analysis support for medical and healthcare engagement strategies and optimization efforts related to medical operations/missions; assist

AFSOC//SG

staff with identification of deficiencies, capabilities and potential technological solutions that could improve the medical response/support capabilities for worldwide healthcare delivery to include preventative medicine, diagnostics, environmental health, base operating support, and en-route patient care. Provide expert analysis to assist

AFSOC/SG

to identify, define, prioritize, and manage medical R D and related initiatives befitting AFSOC and higher headquarters (USSOCOM, Air Force, DHA, etc.). Assist

AFSOC/SG

staff in the development of policies, processes, and prioritization of medical research and material development. The objective of these efforts, is the development and fielding of combat casualty care capabilities to mitigate the physiological consequences of trauma. Develop relationships with DoD, Air Force, USSOCOM, and components’ medical staff with the intent of improving interoperability and delivery of medical capabilities. Participate with

AFSOC/SG

staff when needed to assist in the transition of USSOCOM, AFMEDCOM, and DoD-sponsored medical products or guidelines into AFSOC medical operations. Track all ongoing AFSOC-related medical research and development initiatives and research papers of interest to AFSOC/SG, to include blood program specific requirements and provide copies and associated reports upon request. Participate, when invited, with USSOCOM Biomedical Research Advisory Group (BRAG) to provide AFSOC updates and subject matter expertise in acquisition and on modernization R D initiatives. Provide subject matter expertise to SG staff to assist in fielding decisions of blood products and other medical capabilities in the most safe, secure, and efficient manner. Support

AFSOC/SG

staff by liaising with subordinate medical operational units, special warfare medical functions, and other supported AFSOC units to arrange the fielding of combat casualty care capabilities to include current and future blood and blood substitute products. Attend medical research conferences, meetings, symposiums, and expositions as requested in support of AFSOC or

USSOCOM R

D and DoD blood program requirements. Serve as a conduit to share research information between AFMS, BRAG, and other Manpower and Equipment Packages (MEFPAK) SGR divisions. Act as a point of contact between AFSOC/SG, USSOCOM, other MAJCOM SGRs, DHA, Armed Forces Blood Program, and Air Force Medical Services offices to support related AFSOC initiatives. Review and assess AFSOC medical capability gaps, USSOCOM BRAG Research Areas of Interest (RAIs), and Joint Program Committee documents to identify areas applicable to AFSOC implementation. Assist and advise SGR team members with planning and coordination when fielding new clinical guidelines or new medical devices. This assistance may include briefing medical members on the scientific or clinical background of guidelines or equipment.
