Closing Date 06/22/2025 General Definition of Work The director of research and evaluation, under minimal supervision, performs senior-level work with considerable decision-making discretion, applying advanced subject matter knowledge and methodology in the design, coordination, and implementation of the district’s research and evaluation functions. Position oversees external research, and planning and conducting internal research and evaluation projects aligned with the district’s strategic plan. Employee performs district-level work to implement Board of Education policies and procedures under the direction of the Executive Director of Data Analytics and Research. Essential Functions Adhere to all state, federal, and local laws, policies, and procedures
Lead, manage, supervise, and evaluate assigned programs/staff in the district
Investigate, analyze, and formulate methods for handling special projects/reports
Develop and administer district-wide surveys
Lead research and evaluation activities to strategically monitor district data and build the capacity of district leaders to support continuous improvement efforts Design and conduct program evaluations, student outcome analyses, and needs assessments
Develop and implement data collection and analysis plans
Prepare reports and presentations to communicate findings to various stakeholders
Provide consultation to district staff on research and evaluation methodology, analysis, and interpretation
Manage internal and external research projects, including coordinating with external researchers and ensuring compliance with district policies and regulations
Support the district’s data governance framework by contributing to data quality initiatives, data documentation, and data security protocols
Participate in the development and administration of the department budget
Remain current in the field of education research by reviewing relevant journals and reports
Facilitate staff meetings and attend other related meetings as needed/required
Complete local, state, and federal surveys and reports accurately and promptly
Create an inclusive environment with positive communication and public relations
Perform related work as assigned or required Education and Experience Master’s degree in an analytical, quantitative field such as educational research, psychology, sociology, public policy, or statistics required
Ph.D. in a field such as Educational Research, Psychology, Sociology, Public Policy, or Statistics preferred.
Minimum of five (5) years’ leadership experience in educational research and evaluation, survey design, or other areas requiring analytical skills preferred

Comprehensive in-depth knowledge and understanding of various research designs (quantitative, qualitative, mixed methods, experimental, quasi-experimental, correlational, case study), data collection techniques (surveys, interviews, focus groups, observations, document analysis), sampling strategies, and evaluation models
Knowledge of test construction, reliability, validity, item analysis, and various types of assessments (standardized, formative, summative, performance-based)
Knowledge of state and federal accountability systems, large-scale assessment programs, and data governance, security, and privacy regulations (e.g., FERPA)
Skilled in data analytic software (e.g., SAS, SPSS, Stata), data visualization software (e.g., Tableau, Power BI), survey platforms, database management tools, and general data management best practices
Skilled in descriptive techniques related to descriptive and inferential statistics, including regression analysis, ANOVA, SEM, factor analysis, and time series analysis
Ability to reflect an appropriate response to situations, while maintaining a professional and personal demeanor
Ability to develop and monitor a budget
Ability to direct and evaluate the work of others
Ability to implement local, state, and federal rules, guidelines, and procedures into daily business operations
Ability to reason, make judgments, and maintain effective working relationships
