Short Term Disability Options Job Summary:
The Director of Disposal Services is responsible formanagingthe Department Engineering and Environmental Programs toinclude Methane GasSystem, Landfill Disposal Units, LeachateSystem, Storm Water System, and otherFacility Processes andSupporting Infrastructure. This position also overseescomplianceand construction for the previously mentioned areas. Thepositionprovides technical recommendations and guidance toDepartment Administration. Supervision over Solid Waste Technicians, Equipment Operators,Environmental Technicians and MSW and C&D Supervisors.
Essential Job Functions:
Supervision:
- Manages Consulting Services and Contractors related toEnvironmental Monitoring and Construction.
- Assist Department Administration with budgeting and schedulingconstruction necessary for the Department.
- Inspect all sites and coordinates with engineers and contractorsto ensure that new work complies with Federal, State, and Localregulations, codes and permits.
- Assist and provide Department Administration and other DivisionManagers with both technical assistance and direction in allresponsible areas.
- Monitor and maintain constructed wetlands, storm water andaeration ponds, leachate pumping systems, and methane gas recoveryand processing systems.
- Develop and maintain training programs for subordinates.
Planning and Coordination:
- Review, analyze and suggest improvements to DepartmentAdministration related to operational efficiencies.
- Oversee landfill gas extraction system maintenance activitiesincluding flare system maintenance, condensate pump stationmaintenance, and other system components.
- Conduct organizational studies and evaluations to prepareoperational and procedure directions.
- Provides technical assistance and guidance for all areas ofenvironmental management for the citizens of Baldwin County.
Miscellaneous:
- Complete training and continuing education as necessary to achieveand maintain Operator Certifications required by Federal, State,and Local regulations.
- Coordinate Subordinate Staff to achieve and maintain OperatorCertifications required by Federal, State, and Localregulations.
- Strive to continually improve the good relations with citizens ofBaldwin County.
JOB REQUIREMENTS
Required Skills, Abilities and Knowledge:
- Thorough knowledge of materials, equipment, techniques and toolsused in the specific area of operation.
- General knowledge of safety hazards, safety measures to beobserved and safety regulations for the specific area ofoperation.
- General knowledge of department rules, regulations, andprocedures.
- General knowledge of Federal, State and other regulatory agencyrules affecting the operation.
- Ability to plan, assign, and effectively supervise work ofemployees.
- Ability to establish and maintain effective working relationshipswith associates and the general public.
- Ability to establish and maintain a system of records, which areboth clear and concise.
- Writing skills to prepare clear and concise reports.
- Ability to interpret and explain Authority policies and departmentprocedures to employees.
- Ability to estimate amounts of material and equipment required fora project.
- Ability to communicate clearly, both orally and in writing.
- Math skills to grade stakes, fill out gas logs, time sheets andpayroll records.
- Reading skills to read maps, etc.
- Ability to use hands and fingers to hold or feel, reach with handsand arms, walk, talk, smell and hear.
- Ability to stand, sit, climb, balance, stoop, crouch andcrawl.
- Specific vision abilities include close, distance, color andperipheral vision and depth perception.
- The ability to lift and/or move up to 50 pounds and occasionallylift and/or move up to 100 pounds.
Education and Experience:
- Bachelor’s degree in engineering, environmental science, or aclosely related field.
- Five (5) years of experience in supervision and management ofothers, including budget responsibilities.
- Three (3) years of experience in environmental or relatedfield.
- Three (3) years of experience with Landfill Methane GasSystems.
- A combination of education and pertinent experience may beconsidered as a substitute for education requirement.
- Excellent project management skills, with a proven ability tomanage multiple projects and meet deadlines.
- Strong communication and interpersonal skills, with the ability toengage diverse stakeholders.
- Proficient in data analysis and reporting, with experience inusing software tools for performance tracking.
- Demonstrated ability to lead and motivate a team effectively.
- Educational documentation and any/all applicable certificationswill be requested upon offer of employment.
Preferred Qualifications:
- Professional Engineer License (PE)
- Class “B” or higher commercial driver’s license.
- Alabama Landfill Operator’s Certification
- SWANA Manager of Landfill Operations Certification (MOLO)

Transfer Station Management Training Special Requirements:
- Willing to work overtime and weekends when necessary.
- Willing to attend meetings and other work activities after workhours.
