The Town of Clinton seeks an experienced and knowledgeable Foreman to work in our Department of Public Works, Division of Water and Roads. Generally, under direction assists the Superintendent and Assistant Superintendent in planning, organizing, and directing the programs and activities of a wide-ranging public works department such as road, buildings and grounds, and water main/service/facilities operations/maintenance/repair, stormwater system maintenance/repair, interior/exterior maintenance of municipally owned properties, and other duties as assigned. Specific job duties and knowledge may include, but are not limited to: Daily scheduling and directing of work crews and the methods in which tasks are to be performed. Read and interpret maps, blueprints, surveys, engineering plans and equipment operations manuals. Responsible for safety training and associated record keeping of the Public Works Department. Communicating departmental functions and needs to employees and administering policies and procedures. Oversight/Assistance in maintenance/repair of roadways and storm drain infrastructure Reports for all emergency work to include roads, drainage, snow, wind, ice storms, floods, etc. as required (on 24-hour call) as notified by Police Dispatch and/or Superintendent. Responsible for organizing the Public Works Road Division workforce during these emergency events. Oversight/Assistance in maintenance/repair of the Town of Clinton Water Utility ~100 miles of water main, 750 hydrants, and approximately 7,000 valves/curb boxes that serve approximately 15,000 customers. Oversight/Assistance in maintenance/repair of 10 potable water producing wells (and associated treatment equipment), 3 booster pumps stations and 3 above ground water tanks totaling 5.1 MG of water. Oversight/Assistance with administration/operation of roads/buildings and ground tasks, such as planning, organizing, and directing the programs and department, such as road construction/repair, stormwater management buildings/grounds facility maintenance/repair and weather-related operations/emergencies. Water meter reading and repair Knowledge of computers (Internet/e-mail and other electronic mediums) and job-related software programs, including but not limited to Supervisory Control and Data Acquisition (SCADA) and Geographic Information Systems (GIS) Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. Water system treatment, distribution, installation, repair, and maintenance procedures. Techniques used in collecting water samples and in conducting, recording standard bacteriological analysis of water and all other tests required by the State/Federal regulations Ability to work independently and or/in group settings, and be detail oriented. Excellent skills in oral, written and electronic communication. Perform such other duties that may be assigned by the Superintendent or Assistant Superintendent of Water and Roads and/or Business Administrator. Education/Experience Possession of a high school diploma (or equivalent) with a minimum of ten (10) years of the above-mentioned experience, of which at least three (3) of those years are in a supervisory/management role in public water and public works operations.

Licenses:

Possession of a valid T2 license (Water Treatment) & W2 license (Water Distribution) issued by the NJDEP Department of Environmental Protection OR Possession of a valid T1 license (Water Treatment) & W1 license (Water Distribution) ability to obtain your T2 license (Water Treatment) & W2 license (Water Distribution) within twelve (12) months. Possession of a Certified Public Works Manager certificate, or ability to obtain within twenty-four (24) months. Class B (or greater) Commercial Driver’s License (CDL) Clean Communities Certification, Stormwater Certification and/or Certified Recycling Professional (CRP) not required, but a plus.
