DESCRIPTION

QUESTIONS
GENERAL

STATEMENT OF JOB

Plans, organizes and directs the operations and activities of the Growth Management Department.

EXAMPLES OF WORK
  • Directs personnel functions of the department to include interviewing/hiring, performance and discipline of staff.
  • Directs the planning staff in the processing of current and long-range planning applications (i.e., rezoning, plat approvals, exceptions, marine-related approvals, updating of codes and ordinances).
  • Directs the inspection staff in the review of building plans, permit issuance, construction inspection and enforcement of building, housing, zoning and contractor licensing codes.
  • Administers the County’s Community Rating System program with FEMA.
  • Administers department operations and ensures adherence to county codes and ordinances, state and federal and regulatory practices.
  • Plans, develops and implements department operating budget, and monitors costs and expenditures.
  • Coordinates the work of consultants and agencies concerning planning, construction and permitting activities.
  • Provides oral presentations to committees, boards, agencies, business professionals and the public on various planning and inspection issues of the county.
  • Testifies as an expert witness for legal proceedings.
  • Prepares and implements annual work plan and goals and objectives for the department.
  • Supervises the preparation of policy and training manuals.
  • Prepares responses to inquiries, concerns, and requests from County Commissioners, County Administrator, other county departments and private citizens.
  • Performs other duties as assigned.
MINIMUM QUALIFICATIONS
Education, Training, and Experience:

Bachelor’s degree in Urban and Regional Planning, Civil Engineering or closely related field; supplemented by a minimum of eight (8) years progressively responsible experience in professional planning, growth management, land development codes, building codes and code enforcement; five (5) years of which shall be in a supervisory/management capacity, to include fiscal management experience, preferably for a municipal or institutional organization. Master’s degree strongly preferred and substitutes for a portion of the required experience; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Requires a valid driver license.

OTHER REQUIREMENTS
Physical Requirements:

Requires the ability to operate office equipment, to include computers, copy/fax machines, and related peripherals. Must be able to exert up to 10 pounds of force occasionally to lift, carry, push, pull or otherwise move objects. This position requires with periodic walking and standing over rough and uneven surfaces, and ascending and descending ladders, stairs, ramps, etc. Physical demands are essentially those of sedentary work.

Language Ability:

Requires the ability to communicate effectively in English, including the ability to convey, record and exchange information; requires the ability to explain procedures and to give, receive and follow oral and written instructions. Must be able to read and interpret a variety of moderately complex technical data, policy and procedure manuals, codes, professional journals. Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of grammar, spelling, diction and punctuation. Must be able to communicate effectively and efficiently in a variety of technical and/or professional languages used within the parameters of the job and with a broad array of individuals from various professional backgrounds.

Intelligence:

Requires the ability to apply principles of logical and scientific thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret a variety of technical instructions in written, mathematical or diagrammatic form; to make independent judgments; to acquire knowledge of topics related to primary occupation. Requires the application of moderate to long range planning principles and techniques. Requires the application of principles of influence systems and synthesis functions.

Numerical Aptitude:

Requires the ability to add and subtract totals, multiply and divide, use decimals and determine percentages; to determine weight; compute discount, profit and loss, ratio and proportion; to interpret graphs.

Interpersonal Temperament:

Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under stress when confronted with frequent deadlines.
