Salary $109,990.40 – $204,805.12 Annually Location Ocoee, FL Job Type Full-Time Job Number 202500024 Department Development Services Opening Date 06/10/2025 Position This is very creative, responsible administrative and professional work in directing the activities of the City of Ocoee’s Development Services Department which oversees all aspects of land development, transportation, planning, zoning, building permitting, and urban planning and design while providing a high level of complex support to the City Manager. The incumbent will ensure the efficient and effective processing of development applications, in compliance with the City’s Comprehensive Plan, Land Development Code, Florida Building Code, various special boards, and City Codes and strategies that align with the city’s vision for the future. Responsible for developing/directing any public-private partnerships. Directs the activities/operations of the Planning and Building divisions. Directs the City Engineer’s Development Engineering for the City. Work is performed in accordance with broad directives from the City Manager and in accordance with standards of urban and metropolitan planning, building, zoning and commercial/residential inspections. Incumbent must exercise considerable independent judgment. Work is reviewed through conferences with the City Manager and by results obtained.   • Lead and manage the Development Services Department, ensuring effective and efficient delivery of services related to planning, zoning, permitting, and inspections
  • Directs the development and maintenance of planning and building programs for the City of Ocoee.
  • Responsible for division personnel matters including hiring, discipline, training and development, performance appraisals and related activities.
  • Assigns, directs, plans, organizes, and reviews the work of professional, technical, and clerical personnel.
  • Lead and manage all activities of the Development Services Department including administration, building zoning regulation, comprehensive planning, economic development, special projects, land use administration, concurrency, impact fees, and transportation planning.
  • Responsible for inter-governmental coordination planning and transportation efforts with State and Federal agencies and divisions including, Department of Community Affairs, Department of Environmental Regulations, Department of Natural Resources, Water Management Districts, regional planning council, and adjoining counties and municipalities.
  • Prepares and administers the Comprehensive Plan for the City of Ocoee within established policies.
  • Directs, plans, and supervises departmental budget, work programs, special projects and studies.
  • Serves as technical advisor to the City Manager and department directors on planning and transportation planning related problems.
  • Works closely with the City Attorney on legal issues affecting City development.
  • Coordinates Development Services Department activities with the activities of other City departments and independent and public agencies.
  • Responsible for development and implementation of public/private partnerships.
  • Provides expert recommendations on transportation planning, current and long-range planning and development issues and attends various meetings; serves as staff coordinator to the Planning and Zoning Commission.
  • Serves as the head of Development Review Committee (DRC) and is responsible for coordinating all matters to be considered by the Development Review Committee; represents the City in meetings with public and private groups.
  • Gives advisement to, and cooperates with, City officials in connection with new or contemplated capital improvements and may assist in the coordination of construction projects with long-range capital improvement programs.
  • Directs the Engineering necessary for the planning and zoning processes and is in close consultation with the various City Engineers for related projects.
  • Directs the survey and analysis of zoning requests, subdivision requests, site plans, and other assignments relevant to current or comprehensive planning
  • Interprets land development regulations to City officials and the general public.
  • Participates in up-dating of the Land Development and related land use data and zoning maps; confers with the public on land use and Land Development Code regulation matters.
  • Makes presentations to private organizations; participates in individual conferences.
  • Keep up-to-date with changes in local, state, and federal laws and regulations affecting development and urban planning.
  • Performs related duties as directed when such duties are logical/appropriate assignment to position.

Qualifications Bachelor’s degree in Urban Planning, Transportation Planning, Civil Engineering, Architecture, Public Administration, or a related field (Master’s degree preferred) or related field; supplemented by seven to ten (7-10) years progressively responsible professional experience in administration, development, or urban planning, zoning, building and code enforcement, the majority of which shall have been in a supervisory/managerial capacity; or an equivalent combination of training and experience. American Institute of Certified Planners (AICP) designation desirable. Supplemental Information Thorough knowledge of the principles, methods, practices, and theories of urban and rural planning, zoning and construction methods. Thorough knowledge of laws and ordinances, codes, regulations, and statutes which govern urban planning and the operations and functions of protective inspections. Substantial knowledge of legislative trends and developments, the current body of available literature, and informational resources in the field. Skill in both oral and written communications for the effective development and presentation of departmental reports. Ability to administer and participate in complex planning and development studies and to analyze information and formulate substantive recommendations based on such studies. Ability to exercise sound judgment and discretion in decision-making in areas of responsibility. Ability to effectively plan, direct and manage a staff comprised of para-professional, professional and management employees engaged in carrying out departmental functions. Ability to establish and maintain a professional effective working relationship with departmental personnel, all levels of employees, City officials, other government agencies and the general public.
