MAJOR FUNCTION

This highly responsible professional position operates under the direction of the Office of Planning and Development Department Director. It serves as an ombudsman for the Office of Planning & Development (OPD) to enhance customer service coordination, promote technology initiatives, and strengthen communication between divisions and external agencies. This role leads staff to understanding and addressing customer needs promptly—delivering a high-level customer experience that meets or exceeds expectations.

ILLUSTRATIVE DUTIES

Strategic Implementation and Performance Implements the Strategic Plan for Customer Service and Technology Innovation. Measures and reports on performance metrics in areas such as: Prompt and accurate customer communication and information delivery. Timely review of development inquiries. Technology utilization Workload tracking Leads process improvements for communication, land development inquiries, and staff training. Customer Service Advocacy Acts as a key advocate for customers engagement throughout the land development and customer inquiry and review process. Coordinates among County divisions, developers, citizens, and external agencies. Meets with stakeholders to resolve land development questions and issues. Identify adjustments to business practices to better serve customers. Customer Service Unit and Oversight Supervises the Customer Service Unit, including Planner-on-Call and technology services. Coordinates intake and tracking of customer service via phone, web, email and in-person. Resolves project issues across OPD and other County divisions. Assists the general public and businesses in understanding and complying with land development regulations. Technology and GIS Leadership Leads department-wide technology initiatives and vendor management. Aligns technology solutions with departmental goals and customer service objectives. Oversees GIS initiatives and ensures data integration into planning and permitting systems. Maintains accurate and effective GIS data for project tracking and reporting. Business and Regulatory Support Assist businesses with development regulation compliance. Participates in biennial reviews of the Polk County Land Development Code. Identifies and implements process improvements to streamline land development review. Other Duties Performs related duties as required.

KNOWLEDGE, ABILITIES AND SKILLS

Building/Land Development and Analysis Knowledge of Land Development and/or building principles and techniques in: Urban, suburban and rural planning Land Development process, and environmental and floodplain knowledge. Socio-economic and land use data analysis Proficient in statistical research, running reports, forecasting, and building and land development software. Technology and GIS Strong knowledge of GIS in building and land development. Skilled in use of personal computers and relevant software tools. Leadership and Communication Ability to plan, organize, train, and supervise others. Strong verbal and written communication skills. Effective public speaking and collaboration with internal and external stakeholders. Development and Regulatory Expertise Knowledge of land development and building principles, capital improvements planning, and budgeting. Skilled in ordinance development and interpreting legislation, rules, and regulations.

MINIMUM QUALIFICATIONS

Master’s degree from an accredited college or university with major course work in Urban Planning or a related field, including Urban Studies, Geography, Environmental Studies/Science, Landscape Architecture, Urban Design, GIS, Public Administration, Political Science, or other similarly related field as determined by the director, and have four (4) years relevant planning experience, including at least two (2) years of supervisory experience, or Bachelor’s degree from an accredited college or university with major course work in Urban Planning or a related field, including Urban Studies, Geography, Environmental Studies/Science, Landscape Architecture, Urban Design, GIS, Public Administration, Political Science, or other similarly related field, and have five (5) years relevant planning experience, including at least two (2) years of supervisory experience. A comparable amount of related education, training and experience may be considered and substituted for the minimum qualifications as determined by the Office of Planning & Development Director except for the driver’s license requirement. Must possess a valid driver’s license and be able to secure a valid Florida driver’s license at the time of employment.

During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.
