Position Description
GENERAL DESCRIPTION
The City of Fort Pierce is seeking a senior level planner to carry out complex planning tasks including providing professional and technical review for zoning and comprehensive planning to boards and /or committees. The position will also oversee other planning staff and assist in their training and mentorship. The ideal candidate will have advanced experience with land use and zoning regulations, personnel management, and possess excellent written and verbal skills.
ESSENTIAL JOB FUNCTIONS
Act as Project Manager on assigned development review, leading and coordinating the review of site plans and other public hearing applications. Interprets laws, rules and regulations relative to the City’s planning issues; provides professional and technical review to various authorities, boards and commissions. Acts on behalf of the director in her absence. Supervises, trains and mentors employees in administrative, technical and customer service skills. Effectively communicates and presents complex concepts and ideas; both orally and in writing, utilizing Microsoft Office suite, permitting software and GIS. Builds a collaborative team within the department and across other departments and intergovernmental agencies. Is a lead participant in helping establish ways to improve departmental efficiency and effectiveness. Coordinate and process Comprehensive Plan Amendments and other long range planning efforts including Joint Planning Agreements and Interlocal Agreements. Attend Department Head meetings and Commission meetings in the department Director’s absence. Required to attend some evening meetings. Other job-related duties. MINIMUM QUALIFICATIONS
KNOWLEDGE, SKILLS
AND ABILITIES
Considerable knowledge of the principles and practices of urban and regional planning and law. Ability to interpret current legislation, rules and regulations, including Florida Statutes and Comprehensive Plan requirements. Exceptional communication skills including the ability to articulate complex concepts and ideas to the general public as well as elected officials. Ability to apply creative problem-solving skills to gather relevant information to solve planning problems. Ability to supervise staff, mentor and assist in their professional development. Ability to work independently as well as in teams. Excellent skills in graphics and computer applications. Ability to act as project manager to bring the project through the development review stages, this may include overseeing an assigned work team. Assists in the preparation of City Commission and Board packages. Exercises sound judgement and take responsible actions. Ability to meet deadlines and manage staff in meeting deadlines.
EDUCATION AND EXPERIENCE
Graduation from an accredited college or university with a Bachelor’s Degree in Urban Planning or a related field and six years of experience in public-sector planning in progressively responsible roles. Master’s Degree is preferred.
LICENSES, CERTIFICATIONS OR REGISTRATIONS
AICP preferred but not required.
ESSENTIAL PHYSICAL SKILLS
Light to moderate (5 to 30 lbs.) lifting and carrying. Acceptable eyesight (with or without correction). Acceptable hearing (with or without hearing aid). Ability to communicate both orally and in writing. Ability to set at a desk and view computer screen for extended periods of time. Ability to walk, bend, stoop, set, stand and reach, possibly on uneven surfaces.
