Position Information
The Transit Planning Division is responsible for leading short and long-range transit planning, working collectively with the Transportation Planning division and guiding the operations of the Transit Operation Division Short-range planning tasks include but not limited to, on-going service and system planning, amenities program development, data analysis, grant development and management and associated public outreach and engagement Candidate will have a working knowledge of the many levels of a public transportation system and the vital role of the planning discipline Long-range planning tasks will include, but not limited to, justification and project identification as associated with local and regional transportation plans, lead and inform planning and early design stages for large-scaled capital projects, and the on-going tracking of associated studies, plans and projects
Division manager will work closely with other internal and external divisions and stakeholders, to include but not limited to other DOT divisions and departments, regional transportation partners and agencies, etc
Essential Functions
Manages, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals
Organizes, prioritizes, and assigns work: prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to the Director, County administrators and elected officials
Develops, plans, and implements long- and short-term strategic plans, goals, and objectives for the division: evaluates performance and effectiveness of current services, programs, and systems in relation to growing needs of the County; and identifies and implements needed changes, modifications and/or enhancements
Develops, recommends, updates, and implements policies and procedures for the division: reviews efficiency and effectiveness of operations, methods, processes, and procedures; designs and implements new and revised policies and/or processes; and ensures division activities comply with established policies and standards
Develops and administers budget for the division: forecasts funding needs for staffing, equipment, materials, and supplies; monitors expenditures to ensure compliance with approved budget; and prepares and submits financial records and documentation
Interprets and applies County growth management plan: oversees comprehensive plan amendments and updates, open space preservation, Geographic Information System integration, historical preservation, and compliance with local, state, and federal codes, rules, and regulations; coordinates urban planning, demographic, and related data collection and analysis; reviews and provides professional assessment on various land planning practices; and provides site plan reviews
Receives and responds to inquiries and concerns from a wide array of interested community interests on County planning initiatives: communicates with County administrators, elected officials, County staff, developers, contractors, government agencies, neighborhood, civic, and environmental organizations, media representatives, and the public: provides information and answers questions regarding division activities and community planning plans and programs; interprets and explains division policies, procedures, and plans; conducts and attends meetings; and makes presentations

Manages, implements, and updates County Comprehensive Transportation Plan, oversees comprehensive plan amendments and updates; manages public outreach and participation; ensures compliance with local, state, and federal codes, rules, and regulations; coordinates urban planning, demographic, and related data collection and analysis, and reviews and provides professional assessment on various transportation planning practices
Coordinates County transportation planning with regional partners including, but not limited to the Atlanta Regional Commission (ARC), Town Center Community Improvement District (TCCID), Cumberland Community Improvement District (CCID), Federal Highway Administration (FHWA), Federal Transit Administration (FTA), Federal Aviation Administration (FAA), Georgia Department of Transportation (GDOT), State Road and Tollway Authority (SRTA), Georgia Regional Transportation Authority (GRTA), and Atlanta-Region Transit Link Authority (ATL)
Plans for future transportation demands, opportunities, and challenges including mobility as a service (maas), connected vehicles, autonomous vehicles, travel demand changes, and development patterns
Evaluates and plans for the safety and efficacy of the County’s multi-modal transportation systems including the roadway network, greenways/ trails, freight, and transit system
Researches, evaluates, and coordinates the application for grant funding opportunities as available and in accordance with strategic planning goals

Minimum Qualifications
Master’s Degree in Public Administration, City and Regional Planning or related field; supplemented by five years of progressively responsible experience managing Transportation operations, including lead or supervisory experience and seven years of experience in the field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job
Preferred Qualifications
Certification by the American Institute of Certified Planners (AICP) and/or active participation in local or national planning association
Experience and working knowledge of GIS, GTFS and related software, platforms and applications as related to transit planning,
Experience leading a team with the various roles and responsibilities as listed in the short and long-range planning duties
Licenses and Certifications
Must possess and maintain a valid Driver’s License
Physical Abilities
Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds) Tasks may involve extended periods of time at a keyboard or work station
Sensory Requirements
Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals Some tasks require the ability to communicate orally
