April 2025 ABOUT The New Orleans Redevelopment Authority (NORA), created by the State of Louisiana in 1968 as the Community Improvement Agency (CIA), is a public agency charged with the revitalization of underinvested areas in the City of New Orleans.
SUMMARY OF RESPONSIBLITIES
The Director of Asset Management is responsible for managing nearly 1,000 parcels of vacant land in NORA’s inventory. NORA also oversees property maintenance and leasing for a small portfolio of affordable residential and commercial rental space, including its office building. Other assets include a multipurpose vehicle fleet and information technology. Primary responsibilities include management of all agency assets, including real property maintenance activities (regular and preventive maintenance and service schedules), appraisals, property and vehicle insurance, information technology, vendor contract management, and other duties as assigned. Asset Management maintains vacant lots in salable condition to support neighborhood stability and growth. Real property assets are made available at either market or a discounted rate, primarily for the development of affordable housing for Low to Moderate Income households in partnership with developers – both non-profit and for-profit – that build attractive, energy efficient, and hazard resistant homes in underinvested neighborhoods. Through its Build Homes and Strengthen Neighborhoods strategic priority areas, NORA creates and administers programs that return property to commerce, enhance sustainability and resilience, and provide development opportunities for small businesses and generational wealth-building opportunities for families. The Director of Asset Management will also serve as a key advisor to the Executive Director and shall directly support all colleagues and activities in departments across the agency.
ESSENTIAL DUTIES
Manage maintenance activities undertaken by NORA and its nonprofit affiliate. These duties include, but are not limited to, day to day responsibility for communicating with Asset Management staff and maintenance vendors, assuring that all relevant federal, state and local policies/procedures are being adhered to, acting as liaison between NORA and the general public for property maintenancerelated issues, maintaining accurate and timely records and files Maintain, refine, and/or develop electronic and physical records for all agency assets Asset management reporting Life cycle planning for agency assets Identify operational and cost efficiencies across asset classes Develop Requests for Proposals (RFPs) and/or bids for asset management contracts Administer asset management contracts
QUALIFICATION STANDARDS
To perform this job successfully, incumbent must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skills, and/or abilities required. Minimum Education Bachelor’s degree required, major or concentration in business, economics, public administration, real estate development, urban planning/studies, or other related field preferred. Master’s degree preferred. Experience A minimum of 15 years work experience in the aforementioned disciplines. Candidate should have specific knowledge of one or more of the following: economics, urban planning, public administration, public finance, and/or real estate development. Candidate should have prior experience in administering contracts, federal grants and their related regulations, specifically CDBG, FEMA, and/or other HUD grants or initiatives. The successful candidate will have demonstrated success in and/or possess the following skills: Knowledge of real property asset management, planning, and development processes Administration of asset management databases and systems Strong analytical and relationshipbuilding skills Demonstrated ability to lead, collaborate and work as a member of a highly motivated and professional team High standards of personal and professional integrity and trustworthiness Demonstrated ability to respect and maintain confidences whether written or verbal

Candidate must possess knowledge, skill and abilities necessary to successfully perform the essential duties of the position.
