Job Description:
GENERAL STATEMENT OF DUTIES

The Executive Director of Capital Planning and Maintenance provides leadership and oversight of the University’s operations and maintenance functions, including custodial services, skilled trades, power plant operations, facilities repair, grounds maintenance, material management, and event management. Additional duties include supervising Custodial Services, Trades, Power Plant, Events Management, Work Order Management, Materials Management, Environmental Health & Safety, and outside vendors. Works with campus constituencies including Housing, Student Affairs, Finance, Technology Services, University Police, and faculty to ensure appropriate standards for operations, maintenance, and security are met. Directs and manages the personnel in the office that provide oversight to the work order system; contract management of outside contractors and vendors; fleet management; and overall customer service for the department. Works with the Associate Vice President to identify and implement measures for efficient building and grounds operations and energy reduction initiatives. Provides leadership and direction to the events team. Maintains critical physical plant information in various formats and provides data reporting. Position requires the ability to work nights and weekends as needed, and during times of inclement weather and/or campus emergencies.

Supervises subordinate professional, classified, and student employee personnel as assigned.

DUTIES & RESPONSIBILITIES

Provides leadership and direction; organizes, maintains, and manages the operations and reliability of the University’s facilities and general infrastructure systems.
Oversees and leads the University’s operations and maintenance functions, including custodial services, skilled trades, power plant, facilities repair, grounds maintenance, environmental health & safety, and event management.
Develops, recommends, and administers policies, procedures, and processes in support of grounds, building services, building maintenance operations, and events. Responsible for internal and external compliance-related matters. Works with departmental managers and supervisors to develop a preventative maintenance program for each area of responsibility; integrates preventative maintenance with routine work orders utilizing the work order management system for effective distribution of workload and seamless delivery of service to the campus.
Maintains up-to-date records of all utility consumption in one comprehensive database. Serves as a member of the University’s Emergency Management Team.
Engages with all levels of staff, faculty, parents and community constituents in a manner that focuses on strong customer service and strengthens the effectiveness and reputation of the division.
Responds to 24-hour emergency calls.
Troubleshoots and responds to after-hour issues as needed regarding the operational aspects of the facilities, which include, but not limited to, HVAC, fire alarm malfunctions, electrical outages, water leaks, snow removal, etc.
Evaluates equipment needs in each area of responsibility; updates and maintains a list of the University’s facilities equipment and vehicles, including life-cycle and replacement costs.
Assists AVP of CPM with the overall management, planning, and policy development of the university-wide capital planning process, including development of short- and long-term capital renewal plans.
Assists the CPM Leadership team in collaborating with Division of Capital Asset Maintenance and Management (DCAMM) and/or Massachusetts State College Building Authority (MSCBA) with capital improvement projects and planning. Will assist the AVP with annual budget and planning preparation; responsible for fiscal management of the campus facilities operating budgets in conjunction with the Staff Associates and Staff Assistants (grounds, custodial, maintenance, contracted services).
Maintains Facility Management records, monitors feedback, and identifies service improvement opportunities.
Manages outsourced facilities vendors, contractors, and consultants. Ensures the University’s service providers comply with all contractual obligations and performance expectations, while maintaining the best interest of the University.
Works cooperatively with other campus offices regarding operational matters including Academic Departments, Housing, Events Management, Procurement, Budgeting, University Police, and Information Technology. Serves as liaison with outside agencies and other governmental agencies on matters pertaining to maintenance & trades operations.
Maintains a safe campus environment by ensuring all Massachusetts State and Federal Laws are followed as it pertains to fire protection systems, emergency generators/power systems, elevators, building codes, etc. Working knowledge of OSHA guidelines and Massachusetts State Building Codes.
Works with HR on personnel matters, employee evaluations, and adherence to the collective bargaining agreements.
Responsible for assisting and scheduling departmental training.
Assists with writing departmental service contracts and the writing/upkeep of University construction and operational standards.
Assumes other duties as assigned, with or without reasonable accommodations.

Requirements:

5-7 years relevant experience in facilities/maintenance and operations with progressively more professional experience. Working knowledge of, and experience in, facilities management preferably within a higher education setting.
Experience managing and working in a union environment is highly desirable.
Excellent oral, written, and interpersonal communication skills.
Experience with a high volume work order request system with demonstrated knowledge of prioritization of facilities needs and operations. Ability to shift focus and reprioritize as needed and be solution-driven.
Demonstrated ability to independently identify, analyze, initiate, and implement strategies and solutions to effectively enhance unit operations. Previous experience leading crews of facilities staff or workers in a relative field.
Ability to develop and maintain harmonious working relationships with members of the University community and general public, with the ability to work with a wide variety of constituencies.
Ability to manage multiple tasks, work independently, and exercise sound judgement; have strong attention to detail; be highly organized and able to work within a team.
Working knowledge of various software programs, including Google Suite, MS Office, etc.
Ability to determine appropriate format and procedure for gathering, assembling, and presentation of financial information.
Must be able to satisfactorily pass a check conducted by the Criminal History Systems Board (CORI check); a background check satisfactory to the university.
Ability to perform above duties with or without reasonable accommodation.

PREFERRED QUALIFICATIONS

Master’s degree in a relevant field.
Experience with state university and understanding of DCAMM and/or MSCBA structures. Experience in facilities/maintenance and operations in higher education.

Additional Information:

This is a full-time, benefited, exempt, professional APA position. The annual salary range for this position is $142,000 to $147,000 commensurate with education and experience.
