OVERVIEW & PURPOSE
Assists the County Manager and the Deputy County Manager in administering and coordinating County programs and activities. An employee in this class will assist in the management and long-range planning of the County Government and in the absence of the County Manager and Deputy County Manager, this position will be responsible for areas of County Administration. The position also supervises assigned County Departments. Work involves extensive contact with Officials, Department Directors, and the public. Performs organizational and administrative duties. Strong, forward thinking, leadership abilities, as well as independent judgment, initiative, tact, and courtesy are required. Work is performed under general direction and is evaluated in terms of effectiveness.
ESSENTIAL FUNCTIONS
In the absence of the County Manager and Deputy County Manager, this position acts as County Manager in all areas of County Administration. Provides support and direction to departments assigned by the County Manager Supervises subordinate personnel through the chain of command; supervisory duties include instructing; assigning, reviewing, and planning work of others; maintaining standards; coordinating activities; allocating personnel; acting on employee problems; and recommending employee discipline, promotions and discharge.
Develops, plans, and implements goals and objectives, polices, and priorities for supervised departments. Assists in planning, coordinating, and directing the work of County Departments and Programs. Reviews and makes recommendations on budget and financial matters submitted by assigned County Departments. Conducts research; develops information for the budget including new and existing programs and services; monitors budget expenditures. Directs and coordinates interdepartmental projects and activities as needed. Researches, analyzes data, prepares and supervises special projects as required. Represents the County Manager at various meetings and functions. Prepares and delivers public presentations to community and professional groups.

KNOWLEDGE, SKILLS, & ABILITIES
Thorough knowledge of county government organization, operations, and problems. Thorough knowledge of modern Public Administration Management, techniques, and principles. Thorough knowledge of State and Federal legislation processes and policies. Ability to plan, direct, and supervise the work of assigned Departments. Ability to define objectives, assign priorities, and bring projects to completion. Ability to research, analyze and make recommendations on various topics. Ability to establish and maintain effective working relationships with Officials, Department Directors, and the public. Ability to communicate effectively orally and in writing. Ability to work independently, stay organized and multi-task.

REQUIREMENTS
“: Completion of a Master’s Degree in Business Administration or Public Administration or a related field, and at least five (5) years of progressively responsible experience in Local Government Administration at a Department level or above; OR equivalent combination of education and experience that provides the required skills, knowledge, experience and abilities required for the position.
