Position Description The purpose of this position is to assist the Director in overseeing the practice of engineering and land surveying (pursuant to N.C.G.S. Chapter 89C) with respect to the planning, design and construction of municipal public works and capital construction projects. This involves the application of engineering principles through licensed professional judgment to activities that potentially impact the health, safety, and welfare of the public. These services may include the provision of planning, feasibility studies, designs, design coordination, construction drawings, standards, specifications, and other technical documents. These efforts are primarily focused on oversight of the capital projects, private development, and right-of-way permitting programs. Execution of these responsibilities requires the ability to identify needs, assess priorities, allocate resources, monitor application of resources, resolve technical questions, ensure compliance with policies, prepare and monitor budgets, assess service performance, author reports, deliver presentations, supervise public relations, and manage personnel. The Assistant Director serves as a key advisor to the Director, and often serves as a senior advisor on projects throughout the department. The Assistant Director may be assigned to fulfill the duties of the Director in their absence. Typical Tasks Supervises staff by planning and supervising daily tasks and activities, establishing procedures and guidelines, evaluating assigned duties, prioritizing work, providing oversight on design and construction issues, coaching for technical decisions and performance improvement and recommending personnel actions. Directs capital project design by identifying project needs and scope, coordinating project concepts with City departments, establishing standard details and specifications, monitoring design schedules, reviewing and evaluating designs, supervising public relations efforts, and approving designs. Oversees capital project management activities for consultant designed projects by preparing requests for qualifications; participating in consultant selection; establishing scope, budget and schedule; reviewing project plans; ensuring standards are met; and monitoring construction activities. Prepares and administers the annual budget by forecasting revenues and expenditures, identifying staffing needs, developing strategic goals, presenting proposals for approval, authorizing payments and monitoring expenditures for recommended adjustments. Identifies needs by reviewing public infrastructure management and construction programs, determining courses of action, and presenting proposals. Directs capital project right-of-way and easement requirements by establishing needs, coordinating requirements with staff, and providing technical assistance.

Qualifications Education:
Bachelors Degree Experience:

Eight (8) years of relevant experience.

Requirements:
