Job Description
- General Statement of Duties
- The purpose of the Local Government Services Director position is to direct local government services department for the CFCOG. The department provides technical assistance, training, grant administration, transportation planning, and contracted services to the local governments within the region.
- Distinguishing Features of the Class
- An employee in this class is highly independent and is responsible for all administration matters of the Local Government Services Department including budget preparation, invoicing, and grant oversight.
An employee in this class is also responsible for managing and developing high-quality comprehensive land use plans, developing land development regulations and documents, providing planning- and zoning-related technical assistance and training to local government staff and officials, and other planning and zoning responsibilities. The LGS Director oversees the Cape Fear Rural Transportation Planning Organization (CFRPO). The LGS Director completes several on-going planning projects, as well as developing new projects and the funding to support them.
- Duties and Responsibilities
- Prepare and develop ordinances, land use plans, and special studies through contracts with member organizationsProvide technical assistance for planning services to local governments as interim planning and development director or staff plannerAssist with the placement of new planning staff across the regionConduct grant-based work through outreach to local governmentsProvide training and outreach to local Planning Boards, Boards of Adjustment, and governing boards concerning land use laws, meeting procedures, and open meeting laws.
Financial administration and accounting through tracking all contracted work and preparing invoices for fees for services. Provide invoices to local governments and track account receivables for budgeting purposes.

- Physical Requirements
- Possess the ability to perform standing, fingering, talking, and hearing.
Possess the ability to perform sedentary work exerting up to 10 pounds of force occasionally. Sedentary work involves sitting most of the time.
Possess the ability to have close virtual acuity to prepare and analyze data and figures; view a computer terminal and extensive reading.
- Minimum Education and Experience
- Bachelors degree in planning or related field required or closely related field.
Masters degree, AICP, and CZO certification preferredFive-to-seven-years e perience in planning consulting or employment as a local government planner preferredThorough knowledge of the principles and practices of planning and zoning in North Carolina and the ability to communicate effectively with the general public and public officials are a prerequisite,Experience collecting, analyzing, and mapping geographic data is preferred.
- Special Requirements
- This position requires a personal vehicle and a valid driver’s license. Duties may require frequent travel throughout the four-county region. Mileage will be reimbursed based on the current IRS mileage reimbursement rate. Ability to travel within the four-county region and attendance at some evening meetings required.
