EDUCATION AND EXPERIENCE
Bachelor’s Degree in City Planning, Business Administration, Public Administration or a related field and 10 years of progressively responsible experience in local planning activities with 5-7 years of supervisory experience or an equivalent combination of education and experience. Professional designation is desirable, such as AICP or CEcD
ESSENTIAL JOB FUNCTIONS
- Provides leadership and strategic direction for determining priorities, goals and objectives to meet community and environmental planning needs.
- Plans, organizes and coordinates complex project activities including the development and implementation of Planning Board recommendations and the City’s comprehensive plan.
- Evaluates, assesses and makes recommendations to City Manager and City Council with respect to planning.
- Establishes, implements and evaluates internal systems to effectively meet operating goals and objectives.
- Develops and evaluates policies and procedures to effectively carryout departmental operations; promotes staff collaboration, innovation and critical thinking in developing solutions and approaches to departmental issues.
- Responsible for effective employee relations, diversity and staff development; oversees and performs employee evaluations; administers human resources policies and procedures; and determines appropriate personnel actions.
- Responsible for overall management of the department; including budget research, development, preparation and budget monitoring to ensure cost effectiveness.
- Ensures that purchasing and financial transactions are properly conducted in accordance with City administrative policies and procedures.
- Develops proposals and reports on environmental and community planning and related issues and presents recommendations to City Management, City Council and to other groups.
- Responsible for coordinating with the City Manager for the placement of planning items on City Council Agenda; ensures reports, studies and plans are appropriately processed in accordance with federal, state and City ordinance and policies.
- Responsible for implementing programs that promote communication with the community on a variety of topics.
- Implements procedures for receiving and processing community inquiries and concerns; establishes effective relationships with the media; personally meets with community groups, gives talks and presentations and; represents the City at various meetings and functions.
- Provides leadership and strategic direction for determining priorities, goals and objectives of the City’s Economic, Industrial and Community Development and Marketing activities; plans, organizes and coordinates complex project activities including developmental projects and initiatives to expand and diversify the City’s tax base and to promote job creation.
- Evaluates, assesses and makes recommendations to the City Manager and City Council with respect to economic development strategies for the City.
- Responsible for the overall development and design of the City’s Community and Economic Development activities.
- Oversees all aspects of the City’s Economic Development activities to include program administration and the development of public and private partnerships and financing initiatives; responsible for developing and implementing marketing and business relation strategies and programs.
- Keeps management informed of current developments in the field of Economic and Community Development, particularly new legislation, professional trends and technological advances.
- Leads discussions and negotiations with private and public sector entities with regard to developmental projects.
- Serves as chair of the City’s Internal Technical Review Committee, weighing City priorities and multidepartment projects and recommending annual ten-year CIPs for City Manager consideration and presentation to City Council.
- Performs other duties as assigned.
