Job Description The Community Engagement Department, launched in January 2025 through the merger of the Office of Community Engagement and the Neighborhood Enrichment Division. The department is looking for a passionate, highly motivated, and community-minded individual to help lead the implementation of the City’s community engagement efforts. The Division Manager position will contribute to the overall direction, vision, and the development of strategies to support multiple divisions within the department.

A successful Division Manager will have a demonstrated track record working with diverse stakeholders, process improvement, strong interpersonal and facilitation skills, and is highly adept at identifying opportunities, and bringing people together to solve problems. We are seeking a candidate who champions community engagement and empowers residents to become involved in local government. The Division Manager will be a subject matter expert for highly visible and complex community projects, programs, and public policy initiatives. The individual in this position will engage with elected officials, senior executives, departmental staff, and should possess the ability to exercise independent judgement.

Duties and Responsibilities Provides oversight and direction to multiple divisions in the department which may include strategic planning, community development, and operational planning. Project/program management; monitor and maintain timelines; workplans; project budget; resource allocation; facilitates communications; provides performance measurement; and status updates.
Identifies, develops, implements, and maintains processes and practices that encourage, support, and promote effective, comprehensive, and meaningful resident engagement.
Builds trust and strong working relationships/partnerships with local organizations, businesses, non-profits, neighborhoods, community leaders, service providers, and other local groups, especially within historically underinvested communities.
Develops specific engagement and outreach strategies to reach diverse population groups such as seniors, youth, businesses, and those who may need assistance in connecting with city services and programs.
Regularly participates in and presents at public meetings; provides department representation, works with boards, committees, advisory bodies, volunteers, community representatives and/or other internal and external program or project stakeholders. Engages with stakeholders to determine community engagement needs and objectives; develop, implement, and support the execution of appropriate strategies and plans; policies and operating procedures; performs related research and analysis; and provides recommendations for program or service enhancements. Develops and manages a process and/or system to collect, evaluate, and share organizational data related to community engagement efforts Plans, coordinates, and oversees daily operations of the division(s) including the implementation of various programs, develops unit goals, objectives, and standards; monitors and evaluates achievement of goals and objectives; overseeing changes in policies and procedures. Supervises staff including conducting performance evaluations, coordinating trainings, hiring, discipline, and termination procedures. Performs administrative budget management activities including the review of expenditures; reviews and approves purchase requisitions; approves accounting transactions; monitors budget performance and recommends appropriate adjustments. Develops and implements communications strategy; responds to request for information; prepares oversees, presents and/or disseminates reports, correspondence, outreach communication materials, online resources and information in support of assigned divisions.

Typical Qualifications Education and Experience:

Bachelor’s degree in planning or public administration or field directly related degree to assignment, five years of related professional planning experience and two years of supervisory experience OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Licensing and Certifications:

Valid North Carolina Class C Driver’s license with a satisfactory driving record, or the ability to obtain within 60 days of hire Preferred Requirements Five years of increasingly responsible management experience in the public sector Decision-making to include providing input into management objectives, establishing work goals and objectives of a unit to carry out management direction, and selecting the method to address a problem or issue, subject to the constraints established by management objectives and direction Experience working with Raleigh community organizations
Project management/administration experience, including handling multiple tasks, working independently to move projects forward, and thinking strategically and creatively to solve challenges, changing timelines, and ambiguity

Additional Information Knowledge of:

Civic engagement and public participation planning Municipal government policies and practices Principles and practices of governmental financial management, governmental budgeting, and service efforts and accomplishments Developing/managing original research for city departments including survey development, analysis of results into actionable steps, and presentation of research and results to executive audiences.

Current best practices in effective public participation Skill in: Leading a team in the development of project charters, implementation plans, engagement strategies, and the creation of outreach summaries Writing, communicating, and presenting clearly, as well as the ability to explain complex concepts in a simple and accessible manner Data collection and analysis, including collecting quantitative and qualitative information (e.g. experiences, perspectives, etc.) Planning, coordinating, and/or implementing a variety of program activities and events Ability to: Use data to establish meaningful community engagement practices
Research and implement industry standards, trends, best practices, and emerging technologies Develop and oversee the preparation of reports, communication materials, visual elements, and overall program communications Present information to the public, executive leadership, and elected officials Motivate and persuade individuals and groups to action Work collaboratively, and establish effective working relationships with coworkers, partners, and City staff

ADA and Other Requirements:

Positions in this class typically require: fingering, grasping, talking, hearing, seeing and repetitive motions.

Sedentary Work:

Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Working Conditions:

Work is routinely performed in an indoor, office environment.
