The Division of Mental Health, Developmental Disabilities and Substance Use Services is the designated Single State Agency (SSA) and State Mental Health Authority (SMHA) charged with responsibility for developing, providing and overseeing publicly supported and publicly regulated mental health, developmental disabilities and substance use disorder services in North Carolina. collaborates with other state agencies within and outside of NC DHHS to improve services and supports related to mental health, substance use and intellectual and other developmental disabilities. The Substance Use Prevention, Treatment and Recovery Section is responsible for overall policy and practice planning for substance use disorders prevention treatment and recovery initiatives for adults, families and communities, in collaboration other

sections, and other NC DHHS agencies. The Substance Use Prevention, Treatment and Recovery Section is responsible for the planning, developing, implementation, technical assistance and evaluation of all substance use disorder treatment funding, initiatives, and regulated programs and facilities, including, but not limited to, those that operate in relationship with LME-MCOs and other contractors. This includes specific responsibility for all federal SUD grants, and state appropriated funding for programs and services. Primary Purpose of the

Position:

Substance Use Prevention and Treatment Systems Innovations Manager will lead system-wide planning, innovation, and implementation efforts that address the intersection of substance use disorder (SUD) prevention, treatment, and recovery. This position is responsible for shaping and implementing a statewide strategy that bridges public health, behavioral health, and justice systems to create innovative, evidence-based approaches to service delivery. The role requires a strong focus on stakeholder engagement, relationship building, policy development, and system innovation, ensuring services are comprehensive, coordinated, and accessible. The Program Manager will provide leadership across multiple programmatic areas, collaborate with a wide range of partners, and represent the agency in high-level discussions with legislative committees, state and local agencies, service providers, and advisory councils.

Key Responsibilities:

Develop and implement a statewide strategy for substance use prevention, treatment, and recovery efforts across various settings including those within the criminal justice system and reentry programs. Provide leadership for cross-sector collaborations involving public health, behavioral health, criminal justice, and community partners. Identify, design, and promote innovative models and best practices to improve outcomes for individuals with substance use disorders. Establish and maintain strong working relationships with a diverse range of stakeholders, including other state agencies, local governments, advocacy organizations, legislative committees, and advisory councils. Lead system-level problem solving, including identifying gaps in services, addressing barriers to access, and proposing and implementing solutions. Analyze policy and funding landscapes and recommend adjustments to state strategies to maximize effectiveness and sustainability. Provide consultation and leadership to program and management staff in compiling programmatic data, evaluating outcomes, setting performance objectives, and preparing reports and strategic plans. Prepare high-quality briefing documents, white papers, and presentations to executive leadership, legislative committees, funders, and other key stakeholders. Represent the agency in national and state-level meetings, conferences, and workgroups concerning SUD prevention, treatment, recovery, reentry services, and justice partnerships. Evaluate and report on program outcomes, and strategic initiatives to support continuous quality improvement.

Minimum Education and Experience Requirements Master’s degree in an area specific to the program from an appropriately accredited institution and five years of experience in the area of assignment, including three years in a supervisory or consultative capacity; or Bachelor’s degree in an area specific to the program from an appropriately accredited institution and seven years of experience in the area of assignment, including three years in a supervisory or consultative capacity; or an equivalent combination of education and experience.
