The HHC acts as the Collaborative Applicant, Homeless Management Information System and Coordinated Entry Lead for the United States Department of Housing and Urban Development’s (HUD) Continuum of Care (CoC) for Onondaga, Cayuga, and Oswego counties. Our organization serves Cayuga, Onondaga, and Oswego counties and supports the efforts of a broad coalition of stakeholders working in housing and homelessness. The HHC is committed to its vision of a community where everyone has a safe, affordable place to call home. We work to achieve this through partnerships, policy and collaboration, lifting the voices of people with lived experience, and working to improve the local homelessness response system. Position Summary The CoC Planning Director will act as the lead for the CoC planning activities, including but not limited to NOFO/CoC Competition, liaise with Consolidate Planning Jurisdictions, improvement of CoC performance, and oversight of the Coordinated Entry System. The position, acting as a member of the HHC leadership team, will also represent the HHC and assist in reporting CoC Planning activities to the HHC boards. The CoC Planning Director will also be responsible for community presentations on behalf of the HHC when needed and forming and maintaining partnerships with new and existing HHC members and stakeholders.

Salary Range:
$72,500 to $80,000 Responsibilities
- Work closely with stakeholders in the CoC. Stakeholders including but not limited to housing providers, veteran services, health care, employment, education, government, public housing authorities, re-entry, etc. This may entail establishing productive relationships, organizing meetings, monitoring outcomes, and fostering new partnerships.
- Prepare the federal application for CoC funding including creating local funding process and assisting the ranking committee of project performance
- Create, maintain and update policies and procedures related to the Continuum of Care.
- Understand best practice models for homeless housing and services and lead the community’s homeless service providers and other stakeholders to adopt these approaches.
- Convene and coordinate committees related to the Continuum of Care.
- Analyze project applications for budget calculations, adherence to priority areas and best practices, and performance data.
- Supervise CoC planning, Coordinated Entry department and Housing Services department.
- Maintain HHC’s grant oversight, including applications and reporting requirements for planning department.
- Other duties, as assigned. Qualifications
- Bachelor’s/Master’s Degree in related field and more than three years of experience in grants management, database management and/or reporting, and supervisory experience.
- Strong interpersonal skills
- Work consists of moderately complex procedures and tasks where basic analytic ability is required.
- Microsoft Office, specifically Excel, experience required
- Ability to manage multiple projects, comfortable working in a rapidly changing environment and building and maintaining partnerships
- Strong computer skills, and experience with online HUD data systems is preferable
- Knowledge of meeting coordination and coalition work is preferable
- Ability to work collaboratively, have strong conflict resolution and facilitation skills
- Must possess a valid class D New York State Driver’s License and must have access to a motor vehicle in order to meet some transportation requirements of this position in addition to being willing to travel for various training conferences/workshops To Apply Please email a cover letter, resume, and writing sample of no more than one page, to The HHC is an equal opportunity employer.
