Salary Range :

We specialize in responsible AI deployment, stakeholder-centered design, and rigorous data analytics to help clients deliver on their mission with transparency, efficiency, and equity. ARC is seeking candidates to fill positions across multiple teams to support high-impact public infrastructure initiatives. Our clients are relying on ARC’s expertise in: Advanced Analytics & Insight Generation Strategic Planning & Innovation Support Infrastructure Investment & Asset Strategy Successful candidates will display experience, interest•or both•across all three knowledge domains.

Position Overview :

ARC is seeking an Economist to evaluate the financial, social, and environmental impact of infrastructure investments and public policy. This role supports economic modeling, value-for-money assessments, and funding strategies that align with agency goals for equity, sustainability, and resilience.

Key Responsibilities :

Conduct economic analyses of infrastructure programs, including cost-benefit, lifecycle, and fiscal impact assessments. Support value-for-money evaluations for capital and operations investments. Analyze demographic, labor market, and macroeconomic data relevant to transit and regional growth. Assist with preparation of funding justifications, grant narratives, and performance reporting. Collaborate with planners, engineers, and data teams on scenario modeling and business case development.

Required Qualifications :

Bachelor’s degree in economics, public finance, or a related field. Master’s preferred. 6+ years of professional experience in economic analysis related to infrastructure, public policy, or capital programming. Strong quantitative analysis and writing skills. Proficiency with Excel, R, or other statistical tools.

Preferred Experience :

Familiarity and/or experience with state public transportation agencies, federal and state governing agencies and bodies and their regulations and requirements for infrastructure planning or delivery. Familiarity with regional transit finance models. Knowledge of climate finance, cost recovery, or economic equity metrics. Experience preparing benefit-cost analyses for federal infrastructure grants.
