General Description

The role of ELAMP Acquisition Coordinator is a salaried non-exempt position which involves professional and administrative work assisting in the implementation of the County’s Environmental Land Acquisition and Management Program (ELAMP). Essential Job Functions Assists the Natural Resources Manager in overseeing Pasco County’s process for acquisition and management of real property for environmental preservation. Coordinates all necessary interdepartmental work on acquisition projects and communications with the Environmental Lands Acquisition Selection Committee (ELASC) and the Board of County Commissioners (BOCC). Follows BOCC approved policy and procedures. Coordinates with various County departments and outside agencies involved with land acquisitions. Prepares department correspondence and, in consultation with the County Attorney’s office, other acquisition related documentation including purchase agreements, conservation easements, license agreements, leases and closing statements. Prepares, updates and maintains inventories and status reports of acquisition project areas and parcels. Makes recommendations relating acquisition of lands or interest desired by Pasco County. Gives input on the programs annual budget. Prepares reports for the BOCC. Monitors the progress and time frames of environmental acquisitions or related land acquisition activities. Assists in the development or real estate policies and procedures governing environmental land acquisition and management or related interests, appraisals and title company services and coordinates same with appropriate departments or approved independent agents for final approval of the BOCC. Facilities the parcel evaluation process with the ELASC. Presents the recommended properties for the acquisition to the BOCC and then supervises the appraisal selection process, appraisal review and final value determination. Assists with the procurement and administration of grants pertaining to acquisitions and management of said acquisitions. Negotiates the purchase of real property with landowners or works with the independent agent chosen or that purpose. Works with the Real Estate Division and the County Attorney’s office on the legal aspects of acquisitions and closing. Acts as a liaison to individuals, the ELASC, governmental entities and other organization and firms regarding acquisition projects and programs. Develops outreach and educational programs and materials. Attends meetings, public hearings, workshops, educational programs and materials. Attends meetings, public hearings, workshops, conferences and seminars as necessary to accomplish and implement assigned duties. Performs related work as required. Knowledge, Skills and Abilities Knowledge of appraisal methods and procedures used to determine property values, document recording and public records requirements.
Knowledge of land title opinions, commitments and policies.
Knowledge of land and facilities leasing, budget development and administration techniques.
Knowledge of environmental audits and GIS use.
Knowledge of federal, state and local land acquisition and management programs.
Skilled in negotiations, policy implementation, project management, employee relations and the handling of detailed situations.
Ability to exercise independent initiative and judgement.
Ability to conduct complex property negotiations and interact effectively within land owners, policy makers, appraisers, engineers, biological scientists, government officials, attorneys and the general public.
Ability to analyze complex and diverse issues and prioritize multiple tasks and competing demands to maximize effect limited staff and financial resources.
Ability to communicate clearly and concisely in written and oral form.
Ability to make presentation in a public form. Minimum Requirements
PHYSICAL SKILLS
Ability to communicate effectively using verbal, written and visual communication.
EDUCATION, TRAINING AND EXPERIENCE
Bachelor’s Degree from an accredited college or university in Business Administration, Agriculture, Environmental Sciences, or related field and two (2) years’ experience in an environmental lands acquisition program or related work OR an Associate degree and five (5) years of experience OR Graduation from high school or possession of an acceptable equivalency diploma and ten (10) years of experience. Field experience in environmental assessment preferred. Bachelor’s Degree is preferred.
LICENSES, CERTIFICATIONS OR REGISTRATIONS
Must possess a valid Florida driver’s license. Ability to obtain a Florida Real Estate License within six (6) months of date of hire. Other professional certifications with BOMA, IRWA, IFMA, etc. is highly preferred.
