Position Summary:

The Special Education Program Investigator will play a key role in supporting the Problem Resolution System (PRS), which investigates public complaints concerning students’ educational rights, with a focus on compliance with state and federal special education laws. This role involves conducting impartial investigations, analyzing evidence, and drafting legally sound decisions under the Individuals with Disabilities Education Act (IDEA) Part B (34 C.F.R. § 300.151-153) and Massachusetts special education regulations (603 C.M.R. 28.00).

Key Responsibilities:

Conduct thorough investigations of special education complaints, following both federal and state regulatory guidelines and PRS protocols. Review case documentation and supporting evidence to assess compliance with legal requirements. Draft clear, concise, and well-supported written decisions, including factual findings, legal analysis, and conclusions. Recommend and document appropriate corrective actions when violations are identified. Ensure all written determinations meet applicable federal and state standards. Incorporate internal feedback to finalize decisions as required by the Department of Elementary and Secondary Education (DESE). Maintain confidential and detailed case logs throughout the investigative process. Adhere strictly to PRS Special Education Procedures Guide and internal protocols.

Required Qualifications:

At least 3 years of experience applying IDEA and special education laws/regulations. Minimum 2 years of experience conducting impartial investigations and drafting written determinations. Proven strong written and verbal communication skills (minimum 3 years). At least 2 years of experience working with confidential information in compliance with legal and ethical guidelines. Strong attention to detail and exceptional organizational skills. Ability to work independently and manage deadlines effectively.

Preferred Qualifications:

Experience in a state or federal education compliance setting. Familiarity with complaint resolution systems such as PRS. Background in education law, school administration, or special education advocacy.
