Come work with us and let’s build something great together! S3, Inc. is seeking a Senior Foreign Military Sales (FMS) Analyst to support efforts in Arlington, VA. This position is contingent on award of contract. Military experience is a plus. This is not a teleworking position. Senior Foreign Military Sales (FMS)Analyst will supports the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA-DEC) under the Consolidated Security Cooperation Requirements Contract (CSCRC). Supporting the Army’ Security Cooperation/Security Assistance (SC/SA) programs while ensuring compliance with U.S. laws, regulations, and national security objectives. The FMS analyst shall have the ability to write and develop policy, and capable of intensive research that results in technical writing.

Responsibilities:

Provide expertise on U.S. Arms Export Control Act (AECA), Foreign Assistance Act (FAA), International Traffic in Arms Regulations (ITAR), and Export Administration Regulations (EAR). Ensure all programs comply with U.S. policies and international agreements. Advise on case development, implementation, execution, and closure; technology transfers, and foreign disclosure. Ensure alignment with national security objectives and the Army’s acquisition strategy. Analyze and develop recommendations, and serves as a liaison between DASA-DEC, the Defense Security Cooperation Agency (DSCA), the Department of State, and all enterprise stakeholders. Review all FMS cases within respective country portfolio for accuracy, appropriateness of sale, level of disclosure, and long-term supportability. Coordinate with other Army Staff elements, the Defense Security Cooperation Agency (DCSA), the Defense Technology Security Administration (DTSA), the Joint Staff, Geographic Combatant Commands, OSD Policy, and the Depart of State (DoS) as required on all aspects of the FMS program within assigned portfolio of countries.

Qualifications:

Bachelor’s Degree with six (6) years’ of relevance experience in either International Affairs or Security Cooperation/Security Assistance (SC/SA). Must have an active DoD Secret Clearance with the ability to obtain a Top Secret Clearance. Must have expert experience in the Foreign Military Sales (FMS) process. Must have Knowledge on Foreign Assistance and Armament Cooperation, of SC/SA policies. Must understand policies that govern export controls and technology transfer.
