Description of Work Unleash your potential and make an impact! The primary responsibility for this position is to serve as the organizational expert regarding forestry and fire management for a statewide Environmental Program. The employee performs professional, multidisciplinary work in forestry, prescribed fire, and wildland fire management. The employee reports to the Director of Environmental Management and serves as the primary point of contact for environmental issues pertaining to forestry and fire for North Carolina Army National Guard (NCARNG) facilities statewide, National Guard Bureau (NGB), and other Federal and state agencies. Serves as the program manager for the following closely related activities: Natural Resources, Integrated Training Area Management (ITAM), Invasive Species, Forestry Management Plan, Integrated Wildland Fire Management Plan, Prescribe Fire, & Fire Training. The nature of the position requires independent research and data accumulation for a wide variety of regulatory protocols and environmental management issues, analysis of complex regulatory issues, problem identification and resolution, and decision making with the coordination of multiple personnel and agencies. The work requires extensive field work. There is considerable physical exertion including walking over uneven terrain, wet surface and in water, bending, stooping, crouching, stretching, reaching and climbing; considerable exposure to heat and other weather extremes; considerable exposure to smoke, dust, ticks and poisonous flora and fauna. Wildfire operations may require extended work hours over multiple days. About the Construction & Facilities Management Office (CFMO): Is responsible for all engineering issues that affect National Guard facilities statewide, to include programming, design and construction of new facilities. Existing facilities are maintained, modified or expanded, and utilities consumption is monitored. Environmental compliance is ensured by means of conscientious monitoring of training activities and other potentially damaging activities including construction. Experience with technical forestry methods and procedures related to the forestry field policies and programs to layout, schedule, organize, and execute the details of a range of projects relating to timber surveys, cruises, inventories and other related duties in order to make recommendations concerning timber sales and future forest environmental and productivity enhancement and suggest alternatives to attain prescribed goals such as the use of alternate species or cutting. Employee must have a good practical knowledge of the principles, methods and procedures of forestry and their ability to employ them in carrying out a variety of technical duties common to the field, e.g., identifying tree species, marking timber, and cruising timber, identifying forest fire indicators, and lay-out sale boundaries for timber inventory and sales, and the application of forest herbicides/pesticides for timber stand improvement. Experience operating standard firefighting equipment over rough terrain to suppress wildland fires and control prescribed fires.
Other necessary requirements:
Must obtain CPR and First Aid certification within 1 year of employment. An annual Work Capacity Test is required in order to maintain NWCG qualifications. Must meet NWCG training and annual work capacity test requirement for any position held on the Fireline within 1 year of employment. The work requires regular and recurring moderate to high risks and/or discomfort such as, 1) exposure to dust, smoke, and heat during prescribed burns or wildfire suppression; 2) exposure to unexploded ordnance, artillery simulators, fog oil smoke, and other military hazards; 3) exposure to biting insects, poisonous plants, snakes, thorns, rugged terrain and other environmental hazards. Incumbent is required to wear and/or use all protective clothing and equipment provided in accordance with established health and safety regulations and safety SOPs. Must obtain and maintain a valid driver’s license. Per 5 CFR 731, upon appointment, applicant must be able to obtain a favorable suitability and fitness determination from a Tier 1 background investigation conducted by the Office of Personnel Management.
