This Budget Analyst II is located within the Fiscal Division of the Department of Administration. The responsibilities include, but are not limited to, implementing the budget of Federal and receipt funded grants based on contract awarded for all grant funds, accurate budget of state-appropriated funds, budget revisions for month-end budget certification, and preparation of the continuation & expansion budgets for all Divisions within the Department of Administration, Lieutenant Governor’s Office, Office of State Human Resources, Division of Military and Veterans Affairs, and the State Ethics Commission. This position is responsible for allotments for these agencies. This position is lead budget analyst and serves back up for the Budget Manager. The position will use IBIS, and the North Carolina Financial System (NCFS) to complete all financial surveys, questionnaires, and reports as requested by management, agencies, the Office of the State Controller, the Office of State Budget and Management, or Fiscal Research. Position will ensure all monthly, quarterly and annual State and Federal budget reporting are accurate and deadlines are met.

Key Responsibilities:

Monitors expenditures as compared to the budget and prepares budget revisions to meet requirements and comply with OSBM rules and regulations.
Completes all required entries in IBIS for Base Budget, Budget Development, Certification, month-end, quarter-end, and year-end close out.
Provides assistance and support to DOA Divisions and external agencies to include but not limited to; managing and monitoring their budgets; planning budgets; utilizing budget reports from NCFS.
Investigates any unusual variances, consults with division staff and makes adjustments if necessary. Prepares and submits allotments in IBIS.
Analyzes spending patterns and consults with management on budget requirements and limitations throughout the fiscal year.

The department also provides assistance and services to several advocacy programs that serve diverse segments of the state’s population that have traditionally been underserved. The agency’s mission directs departmental efforts to: acquire, develop and maintain properties and facilities; create and operate an efficient system to purchase and dispose of goods and services to meet the needs of government agencies; provide excellent operational services to state employees; achieve fair and equitable opportunities and representation for various segments of the population that have special needs; and to provide administrative support to independent state government agencies.
