The policy associateconsultant is part of a team addressing public policy strategy,research, and engagement across multiple topics. The department’sscope of issues includes biopharmaceutical pricing, reimbursementand access, biosimilars, real world evidence policy, the value ofmedicines, pharmaceuticals in the environment, and other topicscritical to maintaining access for innovative medicines in the U.S.
Position Overview:
As a leader with a focus on state-level policyissues, you will report to the Head of US Policy and be responsiblefor the development and execution of campaigns that enable Lilly tomeet its policy goals and mitigate threats before they materialize.
You will be action-oriented and outcomes-focused, with a primaryresponsibility to not just monitor and analyze the externalenvironment, but identify strategies for Lilly to achieve itspolicy goals in the states. You will demonstrate strong independentleadership by proactively engaging with Government Affairs onemerging threats and communicating implications and recommendationsto Lilly Legal and Senior Leadership. This position requires astrong understanding of priority issues in the states (340B,Medicaid, PDABs/state price controls) and requires a high degree ofcritical thinking and internal engagement to drive business growthwhile maintaining compliance with local laws and regulations.
Responsibilities:
Policy Development and Strategic Thinking:
Demonstrate a strong understanding of the business implications ofchanges in the legislative and regulatory environment to developindustry-leading policy capabilities. Can independently providejudgement and make decisions pertaining to Lilly’s policy positionson emerging threats, with particular focus on state actionsaffecting Lilly’s portfolio. Drive outcomes by thinkingstrategically about how to leverage tools, resources, analytics,and partnerships (in collaboration with colleagues in GovernmentAffairs and Lilly USA) to not just develop, but also achieveLilly’s policy goals. Apply a strategic approach to developrecommendations with U.S. policy leadership in response to emergingstate regulations and legislative threats.
Communication andStakeholder Engagement:
Be seen as go-to subject matter expert onstate policy matters, with a keen ability to convey business risksand implications to business partners and external stakeholders inconcise and actionable ways. Identify and neutralize threats in thestates through strong partnership with Government Affairs, LillyLegal, and LVA teams. Create action with internal stakeholders(Government Affairs, Legal, Business Units, Lilly USA) bytranslating risks and opportunities of proposed policy actions andincorporating feedback into strategic plans to advance policygoals. Oversee the development of tracking and monitoring tools andprovide timely reports to management and other leaders on theimpact of regulatory and legislative developments in the states.
Thought Leadership Provide independent thought leadership and leadall aspects of development of policy research, position papers,fact sheets, and presentations for internal and external audiencesto advance policy priorities. Actively shape and influence tradeassociation policy agendas via working groups or meetings relatedto assigned issues in alignment with Lilly priorities.
BasicQualifications:
Master’s degree or Bachelor’s degree in publicpolicy, public health, public administration, economics, or relatedfield. Five years (with Master’s degree) or 10 years (withBachelor’s degree) of work experience in health care public policyand/or applied policy environment (academic think-tank,biopharmaceutical industry, other academia, trade association,government, stakeholder organization, or payer organizationpreferred). Additional Skills/Preferences:
J.D. or Master’s Degree in PublicPolicy, Health Policy, or related field Strong understanding ofstate-focused policy issues (i.e. 340B, Medicaid, state pricecontrols, compounding, etc.), and U.S. federal and state healthcare systems Demonstrated ability to analyze policy and legislativeproposals strategically and critically from multiple points of viewand craft effective supporting or opposing arguments based on thecompany’s position Demonstrated innovator and self-starter with theability to create action through relationship-building andinfluence within an organization Ability to handle multiplepriorities in a dynamic and evolving environment Excellent oralpresentation skills with a demonstrated ability to present complexinformation accurately and concisely Proven track record as acollaborator, strong writer, agile learner, and critical thinkerStrong organization skills and meticulous attention to detail

The anticipated wage for this position is $177,750 -$260,700 Full-time equivalent employees also will be eligible for acompany bonus (depending, in part, on company and individualperformance).
