Job Responsibilities
THIS IS A TEMPORARY GRANT POSITION AND IS FOR INTERNAL SCDPS APPLICANTS ONLY
Coordinates and performs professional accounting duties associated with the fiscal and programmatic responsibilities of the SC Department of Public Safety’s Highway Safety Grants Program.
Assists the Highway Safety Grants Accounting Manager in the overall accounting duties to include maintaining grant files, which includes auditing the files to ensure the accurate documentation of all financial transactions is in the file. This process includes creating files, filing, copying, securing the items that are missing from the file, and scanning files to the National Highway Traffic Safety Administration Program Coordinator for file review.
Analyzes transactions and assists with financial spreadsheets for the internal and external Highway Safety grants. Updates monthly reports for internal grant projects; assist with filing the monthly voucher documentation of expenditures internal/external grants.
Processes subgrantee requests for payments (ICVC, BWC, HSG) into the SCEIS system, as well as processing Law Enforcement Network requests for payment as needed.
Reviews contractor invoices, verifies totals and ensures dates are within scope and match documentation listed in the purchase order. Analyzes, prepares, and distributes various financial reports and statements for internal and external use.
Assists with the yearly OHSJP inventory audit to verify equipment assigned to employees within OHSJP. Return signed inventory sheets to Office of Financial Services/Inventory. Conducts BWC/ICVC and BAAG monitoring reviews.
Assists with staffing external grant project applications, including the review and calculations of the budget pages for the subgrantees ensuring they are based on the approved grant award and in compliance with all relevant state and federal regulations and conditions. Serves as back-up for completing external project monitoring visits.
Assist in maintaining the Freedom of Information Act (FOIA) check log to track all checks that are received by the statistician team. Prepares deposit forms and hand cany the form and check to the Office of Financial Services.
Serve as a member of the OHSJP safety team and Public Information Phone System. Performs other duties as required.
Minimum and Additional Requirements
State Minimum Requirements
- A high school diploma and professional experience in a related area such as accounting, auditing, finance, or banking. A bachelor’s degree with multiple accounting courses may be substituted for the required work experience.
Additional Requirements - Knowledge of the principles, practices, theories, and terminology of accounting, auditing, banking, budgeting, and financial management.
Knowledge of slate
government fiscal and accounting processes.
Knowledge of office practices and procedures.
Knowledge of financial statement analysis. Ability to proficiently apply mathematical concepts. Ability to interpret and analyze financial data, records, and reports.
Ability to establish and maintain effective working relationships with others. Ability to communicate effectively both orally and in writing.
Employee will function under limited supervision.
Excellent organizational skills and strong computer skills are necessary.
Some travel may be required.
