Additionally, the ORS houses the state’s Energy Office, Broadband Office, Equipment Distribution Program (EDP), and has responsibility for oversight of railroad safety and natural gas pipeline safety in South Carolina. The ORS Energy Operations Department performs a wide variety of analytical, research and administrative functions in the regulation of investor-owned electric and natural gas utilities. This position performs regulatory oversight duties related to utility operations, financial impacts to both utilities and customers, electric and natural gas reliability, commodity forecasts, and other regulatory oversight functions, and may support the evaluation of electric utility Integrated Resources Plans (IRP), grid modernization efforts, distributed energy resources (DER), energy efficiency and demand side management programs (EE/DSM), and the preparation of a Comprehensive State Energy Assessment. In addition to current federal and state laws and regulations, this position will directly support implementation of new statutory requirements in the SC Energy Security Act (H.3309).
Job responsibilities include:
Conduct examinations and reviews for regulatory proceedings including: Testimony, reports, discovery responses Utility day-to-day operations, power plant construction, operations and performance, power plant and utility equipment maintenance, and company policies and procedures Cost of service studies and cost recovery proposals Depreciation studies, forecasting expenses, revenues, and sales Annual revenue requirements Utility rate design and financial reporting Utility research on various topics Prepare, assist, and present testimony and exhibits for formal regulatory proceedings before the Public Service Commission. Analyze and research electric and natural gas industry operations and practices and their impacts on customers and reliable service. Conduct compliance reviews related to state and federal regulatory laws, legislation, proposals, requirements, and other relevant material. Coordinate/collaborate with outside consultants, other ORS departments, external entities, utilities, and other stakeholders. Minimum and Additional Requirements Bachelor’s degree in accounting, business, finance, mathematics, economics, engineering (mechanical, electrical, civil, or nuclear), or related field. Knowledge of regulatory principles applicable to investor-owned utilities. Understanding of the design and operation of electric and natural gas generation, transmission, and distribution systems. Proficiency in current technology to include Microsoft Office Suite. Preferred Qualifications Advanced degree in accounting, business, finance, mathematics, economics, engineering (mechanical, electrical, civil, or nuclear). Experience related to the analysis or operation of regulated public utilities. Ability to apply basic accounting principles to review and analyze utility financial statements such as income statements, balance sheets, and depreciation schedules. Knowledge of electric and natural gas utility operations and regional transmission planning structure including FERC regulations. Knowledge of utility resources planning and system production costing modeling, industry experience in the areas of EE/DSM, renewable resources, transmission, load forecasting, or other related areas. Experience with a governmental regulatory agency, particularly in energy regulation or public policy. Additional Comments Position requires limited travel to include evening and/or out-of-town meetings. All ORS employees are required to attend ethics training annually for continued employment. All ORS employees are prohibited from owning equity in regulated utilities. Work hours are Monday-Friday, 8:30 am – 5:00 pm. Remote work is not available, and employees work in-office at 1901 Main Street, Columbia, SC 29201.
