Political Science Full Job Description Purpose and Scope:
SUMMARY DESCRIPTION

Delivers at a high level of competency in Policy Development working on unusually complex problems and provides solutions that are highly innovative and ingenious, achieving quality and work process improvement.

Essential Job Functions:

This position description is not intended to be an exhaustive list of all duties, knowledge or abilities associated with this classification, but is intended to accurately reflect the primary job elements. Provides leadership and a high degree of ingenuity, creativity, resourcefulness, and competency in Policy Development; and is viewed as an expert within the field. Works collaboratively with other professionals and management to achieve a system-wide result. May lead a team in the effort. Under the supervision and direction of the General Counsel interprets laws, policies and regulations governing management and administration of Memphis-Shelby County Schools for school board members, the Superintendent, senior management, other MSCS employees and members of the public. Develops new policies or administrative rules and regulations or revises existing ones; presents policies to school board members, the Superintendent and the Executive Leadership Team for their review and approval. Conducts policy advisory committee meetings with department/division directors, principals, teachers, parents and community leaders to identify policy needs and prepare draft policies. Conducts policy workshops with principals and administrative staff. Conducts legal or social science research and prepares reports on policy-related issues for the General Counsel, the Superintendent and other senior staff. Identifies and analyzes for the school board and Superintendent new or proposed federal and state education-related legislation and assesses their impact on the management and operation of Memphis-Shelby County Schools. Conducts legislative research and analysis to identify national and local trends in education law and policy. Performs other related duties as assigned or directed.

Minimum Qualifications:

Graduation from an accredited college or university with a Bachelor’s Degree in Political Science or other related field, or equivalent plus an additional 5 years related experience, or equivalent, for a total education/experience of 9 years. Preferred Master’s Degree or equivalent. (PROOF

OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED

Degree Equivalency Formula:

Bachelor’s Degree= 4 years plus required years of experience. Master’s Degree= 2 years plus required years of experience. Where Master’s degrees are required, years for Bachelor’s Degrees must be included.
