The Narcotics and Transnational Crime Support Center (NTC) delivers specialized intelligence and operational support to Law Enforcement (LE) and Inter-Agency (IA) partners tackling complex investigations. NTC analysts integrate counternarcotics (CN), counterterrorism (CT), counter-threat finance (CTF), and counter-transnational organized crime (C-TOC) intelligence to support these efforts. Their work includes on-site technical analysis with a focus on drug trafficking, social network and open-source intelligence, and financial tracking. The ultimate mission is to aid global operations in disrupting and dismantling criminal networks linked to drugs, terrorism, cybercrime, and other transnational threats. To support this mission, ADV is seeking Counter Drug Transnational Organized Crime (CD/TOC) Senior Subject Matter Experts (SME) possessing a full range of professional expertise on CN, CT, CTF, and C-TOC activities in support of the NTC mission, with emphasis on supporting interagency partners (e.g., DOJ, DEA, DHS, HSI, FBI, OFAC, and Treasury). SMEs will support the collaborative interagency process, aiding DoD missions, U.S. Government agencies, and/or partner nations to target and disrupt networks threatening U.S. national security interests.

Responsibilities:
Provide expert advisory support to the Director, NTC, NTC Senior Steering Committee, NTC Deputy Steering Committee (DSC), Senior Staff, Branch Chiefs, and analysts on CN, CTF, (C-TOC), and LE efforts. Offer subject matter expertise and make recommendations on transnational investigations targeting illicit trafficking, narco-terrorism, money laundering schemes, and the integration of threat finance into planning efforts. Monitor and interpret U.S. and foreign CN, CT, CTF, C-TOC, and Law Enforcement Agency (LEA) policies and developments to ensure effective integration of mission objectives and community-wide priorities. Engage with various stakeholders, including mission partners, DoD, LE, IA, academia, and international organizations, to foster relationships and leverage operationally relevant information for NTC’s objectives. Represent the NTC at high-level meetings, conferences, and working groups, advocating for NTC’s interests and objectives with DoD, LE, IA, academia, and the business community. Increase awareness and understanding of NTC’s missions, activities, policies, and requirements to enhance support and collaboration. Review and evaluate support for LE/IA investigations, operations, and projects, ensuring alignment with NTC mission objectives and requirements. Identify gaps and redundancies in analytic/operational capabilities and advise the DSC on strategies to address these issues across the NTC and the broader Community of Action. Conduct all-source analysis of global drug-related issues, including TOC, Cartels, Drug Trafficking Organizations (DTOs), DTO operations, internal security, narco-terrorism, and related topics, providing operational intelligence support to DoD and LEA efforts. Develop and coordinate communication materials (speeches, presentations, briefings, etc.) to support NTC operations and strategic initiatives. Serve as a special projects officer, advising on CN, CTF, and C-TOC support to DoD forces and assisting with critical strategic initiatives and operations. Maintain close relationships with the broader Community of Action (LEA, IA, DoD, IC, and foreign partners), supporting interagency coordination and intelligence sharing. Support and facilitate training efforts addressing regulatory and administrative aspects of the CN, CTF, and C-TOC mission sets, including best practices and workflows. Possess comprehensive knowledge of CN, CT, CTF, and C-TOC activities, with a focus on interagency cooperation with entities like DoJ, DEA, DHS, HSI, FBI, OFAC, and Treasury. Proven ability to support collaborative interagency processes targeting and disrupting networks that threaten U.S. national security interests. Ability to analyze and synthesize complex intelligence and provide actionable recommendations for operations in multi-agency environments. Extensive experience in conducting liaison, outreach, and fostering relationships with government, academia, international entities, and the business community to support the NTC’s mission. Experience in preparing high-level briefings and reports for senior government officials, with the ability to convey complex intelligence and operational findings in clear, actionable formats. In-depth understanding of transnational crime dynamics and the ability to conduct predictive analysis on illicit trafficking and money laundering networks. Skilled in identifying operational gaps and recommending improvements to enhance the effectiveness of investigative and operational capabilities across DoD and partner agencies. Experience in training and mentoring staff, especially regarding regulatory and operational aspects of the CN, CTF, and C-TOC mission sets.
Requirements:
Comprehensive knowledge on CN, CT, CTF and C-TOC activities in support of the NTC mission, with particular emphasis supporting the various interagency partners (e.g., Department of Justice, the Drug Enforcement Administration, the Department of Homeland Security, Homeland Security Investigations, the Federal Bureau of Instigations, and Office of Foreign Assets Control, the Department of the Treasury. Seasoned and proven ability to provide support to the collaborative interagency process, supporting DoD missions, USG agencies, and/or partner nations in order to target and disrupt networks that threaten U.S. national security interests.
Education/Experience:
A bachelor’s degree relevant to the subject area from a college or university accredited by a body recognized by the U.S. Department of Education or prior military experience in a related field with an additional 5 years of related experience for a total of 17 years. A minimum of 12 years of specialized experience in the required area of expertise with at least a portion of the experience within the last 2 years.
