Job Description
Zoning Enforcement Officer City of Stamford Washington, CT JOB Under the general direction of theDirector of Operations or his/her designee, performs professional responsible work involving the administration and enforcement of the Zoning Regulations and oversees and directs the Land Use Inspectors. Reviews and issues zoning permits, oversees zoning approvals for building permit applications, investigates complaints of zoning violations, and conducts field inspections. As the Zoning Enforcement Officer, interprets, administers and enforces the zoning regulations according to State Statues and subdivision regulations established by the Land Use Boards as well as guidelines and the policies and procedures established by the Boards.
EXAMPLE OF DUTIES
Performs work involving the enforcement and administration of the Zoning Regulations and oversees and directs and the Land Use Inspectors. Supervises and provides leadership to the Land Use Inspectors in the review of building and zoning permit applications, directs their investigations and processing of zoning violations and dealings with the public. Provides consultation and guidance to members of the public, attorneys, architects, planners, and engineers on all City zoning regulations, subdivision regulations and planning and development matters. As required and requested, consults with Land Use Boards on matters of interpretation of zoning and subdivision regulations. Develops and presents recommendations for improvements to the Zoning Regulations. Organizes and performs field inspections on all phases of the construction process including new construction, on-going construction, before issuance of Certificate of Occupancy, and after occupancy to assure compliance with site plans and subdivision plans and their conditions approved by the Land Use Boards; reviews site work, adequacy of parking facilities, corner visibility, setbacks, architectural details, building height, foundation location, to assure compliance. As required by the Zoning Regulations. Prepares and reviews all applications to the Land Use Boards for compliance with zoning regulations. Confers with Corporation Counsel’s office in enforcement and interpretive situations when necessary.
Appears in court, as necessary, to support enforcement or petition procedures.
Provides input into the preparation of legal notices of zoning matters for publication in newspaper.
Assist in the preparation of the narrative and statistical reports for the Land Use Boards.
Responsible for investigating alleged zoning violations and is charged with decisions regarding compliance with or violation of applicable zoning regulations.
Attends meetings of the Land Use Boards, as assigned or requested. Provides staff support in the administering of adopted programs. Prepares complex written and oral analysis of planning and zoning projects including applications submitted. Works with the Land Use Bureau Chief in preparing the annual budget for Zoning Enforcement; anticipates revenues for department based on permits and services rendered.
Issues cease and desist orders and fines noticesMaintains accurate files and records. Performs other related work as required.
SUPPLEMENTAL INFORMATION
Graduation from an accredited college or university with a Bachelor’s degree in Land Use Planning, Geography, Environmental Studies, Architecture, Landscape Architecture, Engineering or other directly related field and five (5) years of progressively responsible experience in the field of land use regulation, planning or development, which shall include at least two (2) years of full time experience in the direct administration and/or enforcement of municipal planning and zoning regulations or an equivalent combination of training and experience as described above. A Master’s degree in Land Use Planning or directly related field may substitute for one (1) year of the five years’ work experience requirement. Licensure as an architect or engineer by the State of Connecticut may substitute for one (1) year of the two (2) years of full-time experience in the direct administration and/or enforcement of municipal planning and zoning regulations.
SPECIAL NECESSARY REQUIREMENT
Certified Zoning Enforcement Official (CZEO) certification within one year of appointment. Must possess and maintain a valid motor vehicle license to drive in the State of Connecticut.

There will be no written examination for this position. Candidates will be assessed based on their education, knowledge, and relevant experience.
