Description
This is responsible work involving the administration of the Town Office concerned with all land and building uses and the Boards and Commissions, which oversee them.
Work involves responsibility for serving as staff to all the Town’s Land Regulatory Commissions (Planning and Zoning Commission, Inland Wetlands Commission and Zoning Board of Appeals), and supervising office personnel. Duties include reviewing and processing applications, attending Planning and Zoning Commission, Zoning Board of Appeals and Inland Wetlands Commission meetings. Assisting and providing technical support to the Town’s Economic Development Program, Office of the First Selectman, and the Open Space Advisory Committee. Duties also include advising potential developers, property owners, and other interested parties of Town policies. The Land Use Administrator is an integral member of the Town’s Stormwater Management Team in conjunction with the State’s Department of Energy and Environmental Protection Municipal Separate Storm Sewer Systems (MS4) stormwater management program.

SUPERVISION RECEIVED

Works under the administration direction of the Director of Public Works, as staff to the Boards and Commissions, and to the First Selectman, implementing their policies and carrying out their directives.

EXAMPLES OF DUTIES

Organizes, plans, and supervises the Town’s land use oversight through a small clerical staff in keeping with Town policies.
Supports the Boards and Commissions, including attendance at meetings, preparation of meeting agendas, and conducts research on issues voiced before these bodies.
Attends Board and Commissions meetings. Prepare(s) legal advertisements for public hearings. Receives and reviews petition applications and schedules public hearings. Provides input on petitions within the scope of responsibilities.
Assists the Zoning Enforcement Officer and Wetlands Enforcement Officer in the conduct of his/her duties.
Discusses land use issues with developers, business and residential property owners, the general public, and explains Board and Commission policies and required procedures.
Administers the process of the bond reductions or releases in conjunction with the Finance and Administration Office.
Responds to inquiries and complaints from the public.
Coordinates Review of Approval Process in conjunction with other Town Staff.
Prepares written comments on all applications pending before each Commission and Board.
Ensures that approval letters are accurate and sent in a timely manner. Makes site visits for all pending applications as needed. Reviews first split (division of property), lot line revisions, changes of use, and other administrative changes relative to the development process.
Coordinates pre-agenda meetings with other Town staff and Commission and Board members on a regular basis. Prepares annual budgets for the Boards and Commissions and is responsible for the expenditure of fund allocations for operations within budgetary limits. Acts as an advisor in personnel actions such as hiring, assignment, and evaluation of Land Use Office staff. Assists in the preparation of amendments to regulations and maps as required in conjunction with the Town’s consultants. Preforms related work as required.

KNOWLEDGE, SKILLS, AND ABILITIES

Practical experience appearing before Land Use Boards and Commissions.
Knowledge of fundamental principles of planning for both commercial and residential developments. Knowledge of planning practice(s) relating to building, parking, traffic flow and topography.
Experience working with engineers, soil scientists, surveyors, hydrologists and other land use and design professionals.
Experience working with federal, state, and local government agencies and public utilities in connection with land use development.
Knowledge of the principles and practices of land use regulation and procedures.
Knowledge of applicable federal, state and local ordinances, statutes and regulations relating to land use. Ability to require adherence to applicable regulations and statutes with tact and firmness.
Strong oral and written communication skills. Ability to work effectively in a computer-based environment including familiarity with basic word processing and spreadsheets. Experience with Geographical Information Systems is helpful.
Considerable ability to assist/advice in planning and organizing of Board and Commission activities.
Ability to manage, train, assign, and evaluate the work of assigned clerical staff.
Thorough ability to establish and maintain effective working relationships with superiors, associates, subordinates, officials of other agencies and the general public.

QUALIFICATIONS

A Bachelor’s Degree in planning or a related field from an accredited four-year college or university and ten years of applicable responsible experience, or an equivalent combination of training and qualifying experience substituting on a year-for-year basis. Architectural and Engineering skill sets strongly desired.

SPECIAL REQUIREMENTS

Must attend evening meetings and other public events as required.
May be required to travel short distances on business.
This is a bargaining unit position. Salary Range
$88670.00 -$103480.00
