JOB SUMMARY AND PHYSICAL DEMANDS JOB SUMMARY
This position provides responsible, professional administrative support to City Administration and the City Council; does related work as required. Work is performed under the administrative direction of the City Manager and Deputy City Manager; requires independent judgment and initiative.
PHYSICAL DEMANDS
The work is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects. The work requires mental acuity including the ability to make rational decisions through sound logic and deductive processes. Additionally, the following physical abilities are required:
Hearing:
Required to perceive information at normal spoken word levels.
Manual Dexterity:
Picking, pinching, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
Repetitive Motion:
Substantial movements (motions) of the wrist, hands, and/or fingers.
Vocal Communication:
Required for expressing or exchanging ideas by means of the spoken word.
Visual Acuity:
Required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
WORK ENVIRONMENT
The worker is not subject to adverse environmental conditions.
ESSENTIAL JOB FUNCTIONS
Performs a broad variety of complex administrative functions including preparing correspondence, scheduling and managing an active calendar of appointments, completing expense reports, and other special and ongoing projects as assigned by the City Manager or Deputy City Manager. Serves as the liaison for the City Manager’s Office with residents, businesses, and local organizations and agencies. Prioritizes needs, handles matters expeditiously, and leads coordination of follow-through on city-wide initiatives to successful completion, often with conflicting deadlines. Researches, prioritizes, and follows-up on sensitive issues and concerns addressed to the Mayor and City Manager and recommends appropriate course of action, referral, or response. Provides a bridge for smooth communication between the City Manager’s Office and internal departments demonstrating leadership to maintain credibility, trust and support with senior management staff. Responds to and resolves difficult and sensitive complaints and inquiries; coordinates complaint resolution with various departments. Conducts assigned research and analysis; develops recommendations on work methods, operating policy, procedures, and other administrative issues; prepares staff reports, answers questions or arranges for compilation of data to assist in the decision making process. Participates in developing and implementing the City’s records management program. Provides general and specialized information and assistance that may require the use of judgment, tact, and sensitivity and the interpretation of policies, rules, and procedures. Reviews financial documents and reports and approves departmental purchases, payments and requests for expenditures. Coordinates the City Council agenda process including scheduling items, making recommendations, and reviewing staff reports for completeness, consistency, and policy implications. Participates in special projects, works in collaboration with internal staff, and provides assistance to departments when requested. Researches a variety of information sources and compiles confidential reports. Prepares and maintains various files and records and ensures all City Manager files are current. Performs related tasks as required.

QUALIFICATIONS
Education and Experience:
A high school diploma or equivalent and seven years of increasingly responsible administrative and analytical experience within a public sector or non-profit environment. A college degree in business or a related field may substitute for three years of experience. Experience in a municipal government setting dealing with elected and appointed officials is preferred.
Knowledge, Skills and Abilities:
Thorough knowledge of municipal organizational structure and operations, legal and political environments of local government, problem solving, conflict management and quality customer relations techniques. Thorough knowledge of standard office practices, procedures, equipment, and office assistance techniques. Thorough knowledge of business English, spelling, grammar, and mathematics. Strong organizational skills that reflect ability to perform and prioritize multiple tasks seamlessly with excellent attention to detail. Ability to think critically, perform substantial analysis, and strategically implement a broad range of activities. Ability to operate office equipment including computers and supporting business software applications. Ability to maintain office records and to prepare accurate reports from file sources. Ability to perform and organize work independently. Ability to prepare effective correspondence on routine matters and to perform routine office management independently. Ability to establish and maintain effective working relationships with City officials, City employees, and the general public. Ability to communicate clearly and effectively, both orally and in writing.
