Position Overview TDS is seeking a highly strategic and analytical Vice President, Network Transportation Planner to lead the design, implementation, and optimization of bus routes and schedules across a dynamic, evolving intercity network. In this role, you will collaborate with internal teams, external partners, and public agencies to shape network strategy, inform technology development, and enhance service delivery. You’ll bring a balance of visionary thinking and hands-on execution, playing a key role in bridging data-driven insights with real-world mobility outcomes. Key Responsibilities:
Route Design & Optimization Lead the network planning function for TDS, ensuring alignment with company growth strategies and operational objectives. Develop and implement a long-term roadmap for route expansion, demand-based scheduling, and interline connectivity. Analyze existing route structures and identify optimization opportunities to improve efficiency, coverage, and the passenger experience. Design new routes and adjust current ones based on real-time data, urban development trends, and travel demand patterns. Apply performance metrics such as load factors, on-time performance, and cost efficiency to continually refine route strategies. Leverage TDS’s proprietary AI and machine learning tools to support predictive, demand-responsive planning. Schedule Planning Create and maintain accurate, efficient schedules that consider vehicle availability, drivers shift, peak traffic patterns, and service demands. Collaborate closely with operations and maintenance to align schedules with fleet readiness and reliability targets. Design drivers work plans that are operationally sound and support retention and engagement. Monitor schedule performance and make proactive adjustments to enhance punctuality and minimize waiting times. Drive innovation initiatives that enhance schedule scalability across TDS’s expanding network. Foster a culture of innovation, accountability, and continuous improvement across all planning initiatives. Stakeholder Collaboration Serve as a key liaison with public transportation agencies, city planners, private carriers, and internal teams. Represent TDS in public meetings and industry forums, communicating proposals and gathering valuable stakeholder input. Provide strategic guidance to partner carriers on schedule alignment and optimization opportunities to increase ridership and enhance connectivity. Deliver high-impact presentations and insights to internal leadership, and external stakeholders. Data Analysis & Reporting Collect and analyze operational and ridership data to drive evidence-based planning decisions. Conduct scenario modeling, cost-benefit analysis, and service impact assessments. Create and deliver clear, compelling reports and dashboards to communicate network performance, route recommendations, and strategic insights. Maintain accurate and organized documentation for all route planning, scheduling, and performance metrics. Translate complex datasets into actionable strategies that drive meaningful business and service outcomes. Qualifications Education & Experience Bachelor’s degree in urban planning, Transportation Engineering, Geography, or a related field; master’s degree preferred. 5-7+ years of experience in transportation planning, operations, or scheduling, ideally within an intercity or regional transit environment. Proficiency with transportation modeling tools, GIS systems, and data analysis platforms (e.g., Remix, ArcGIS, Trans CAD). Demonstrated experience collaborating across departments and with external agencies or partners. Skills & Competencies Expertise in transportation network planning, schedule optimization, and data interpretation. Strong executive presence with the ability to communicate complex ideas clearly to both technical and non-technical audiences. Exceptional analytical and strategic thinking skills with a focus on real-world application. Effective at influencing stakeholders and driving alignment without direct authority. Able to prioritize, manage multiple projects, and work independently in a fast-paced, evolving environment.
