Purpose of Job:
This position supports the Public Works Director (County Engineer) by assisting with a variety of duties to include planning, organizing, directing, and managing public transportation services in Hendry and Glades Counties.
Main Duties and Responsibilities:
Plans, organizes, and ensures all transit tasks are performed per specifications to meet all federal and state regulations. Plans, coordinates, and supervises transit and para-transit operations; evaluates services and transit needs and recommends changes in routes, schedules, etc. to the Public Works Director and County Administrator. Develops, coordinates, and implements projects to improve public transit and mobility services for users of the system. Coordinate with federal and state agencies, local municipalities, and the Heartland Regional Transportation Planning Organization to implement the Transportation Disadvantaged Service Plan. Responsible for the oversight of the transit program including the Federal Transit Administration (FTA) and Florida Department of Transportation (FDOT) Triennial compliance reviews and the annual reviews of the Florida Commission for the Transportation Disadvantaged (FCTD). Coordinates with FDOT and FTA on the application and administration of state and federal transit grants and other transportation programs; Responsible for all

reporting, audits, reviews, etc. Performs fiduciary and regulatory responsibilities to ensure compliance with all programs/plans and other agency requirements including but not limited to U.S. Code of Federal Regulations, the FDOT, the FCTD, the FTA, the US Department of Transportation (DOT), and the National Transit Database (NTD) associated with the administration and oversight of the county’s contracted service provider. Manage contractor and consultant for capital projects and other projects. Prepares and monitors transit budget; monitors, reviews, and analyzes operational and system performance data; and reviews accuracy of data collection. Work closely with the Accounting Manager to prepare an annual budget. Provide research and data/financial analysis for requested subjects for administration to review. Enter data into spreadsheets, check accuracy of financial statements, and organize important files. Maintain accounts, document bills and other supporting documentation, including paper and digital files within the on-line or cloud digital system. Ensure accuracy and completeness of data by reviewing and reconciling accounts. Construct and analyze a variety of financial reports. Review information for use in periodic reports to County Administration. Attention to detail to ensure accuracy and recognize errors. Assists in the write-up of agenda items for Board of County Commissioner meetings bi-monthly. Assists in contract preparation and administration, as needed. Responds to work during a declared state of disaster. Responds to emergency situations during and after standard hours and on holidays to resolve immediate safety concerns. Perform related work as requested or assigned.

Knowledge, Skills, Abilities and Competencies Required:
Knowledge of transit operations, methods, and policies of public transportation or the ability to learn to learn such. Knowledge of federal and state regulations as related to transit related projects and funding or the ability to learn such. Knowledge of practices and procedures used in the development, planning, and implementation of transit services or the ability to learn such. Ability to communicate effectively verbally and in writing. Project management skills.
Education:
Bachelor’s Degree from an accredited four-year college or university in Engineering, Accounting, Urban Planning, Public Administration, or related degree required. A comparable amount of training or experience may be substituted for the minimum qualifications upon evaluation by the Public Works Director. Hours of Work Monday through Friday, 8:00 a.m. to 5:00 pm, primarily in LaBelle. Overtime may be required.
Starting Range:
Starting annual pay is a minimum of $65,000 and may be higher depending on experience, expertise, skills and knowledge. This is a full-time position that includes County medical benefits and State Retirement.
