Planner – I City of Fellsmere Fellsmere, FL 32948 CLASS TITLE Planner
I MAJOR FUNCTION
Under direct supervision, performs a variety of professional planning duties in the field of current and long-term planning; prepares and presents reports; reviews technical reports; conducts planning research; prepares agenda items; disseminates zoning and permitting process information to the public; provides assistance to the public and developers on complex planning matters; provides GIS mapping and data collection; and assists in the oversight of grant funded planning and capital projects.
ILLUSTRATIVE DUTIES
- Conduct comparative studies of land use, population characteristics and economic activity; and investigates problems/opportunities and prepares detailed presentations of findings and recommendations
- Analyze existing land use, public facilities, environmental constraints, and other information in conjunction with development proposals and prepare staff reports and recommendations for development proposals
- Coordinate with governmental agencies, private developers, and citizen groups in relation to job functions
- Prepare draft planning related ordinances or resolutions, general plan reports and policy recommendations
- Oversees the City’s street name and house numbering system
- Prepare and present agenda items for the City Council, Planning Commission and other advisory committees
- Utilize AutoCAD and/or GIS to conduct analyses and produce mapping products in support of job functions
- Provide technical information regarding permitting, environmental review, zoning and Comprehensive Planning
- Attend Staff, Board and committee meetings
- Assist Code Enforcement and Building Division with administrative duties related to planning policies and procedures, performs limited administrative support where necessary
- Provides assistance to Capital Improvement Projects, and establishing and maintaining the CRS system for Flood Plain management
- Assist Finance Director in administering grants by developing project scopes, estimating costs and managing architects, engineers, surveyor, environmental professionals and contractors
MINIMUM QUALIFICATIONS
- Ability to read and interpret development plans, site plans, and plan specifications
- Prepare and deliver public presentations and speak in front of groups on a regular basis
- Proficiency in Microsoft Office Word, Excel and Power Point and familiarity with database programs
- Use Geographic Information Systems and/or AutoCAD to create maps, mailing lists, and exhibits
- Prepare written reports and maintain records according to prescribed standards
- Maintain effective relationships with citizens, community partners, businesses, state agencies, and public officials
- American Institute of Certified Planners or ability to obtain certification within one year
- Bilingual in Spanish highly desired
- Must possess a valid Florida Driver’s License
TRAINING AND EXPERIENCE
The knowledge, skills, and abilities required for this position are typically acquired through a combination of education and experience equivalent to at least a four (4) year degree in land-use planning, geography, landscape architecture, or other relevant field and at least four (4) years of work-related experience in the above fields.
ESSENTIAL PHYSICAL SKILLS AND WORK ENVIRONMENT
- Work in standard office environment, normally seated, and confined to the work area for extended periods of time.
- Crouching/kneeling; pushing/pulling; speech and hearing as required for verbal and telephone conversation; visual acuity and clarity either assisted or non-assisted including full field of vision, color and depth perception as required for daily tasks of communication, filing, reviewing paperwork, computer operation, etc.
; repetitive actions and manual dexterity; fine manipulation and motor skills, lifting and carrying up to 25 lbs. on occasion.
