out of 5 stars 685 West Montrose Street, Clermont, FL 34711 General Description This position is responsible for providing planning support, technical review and processing development applications and plans. Work is performed under the general supervision of the Planning & Economic Development Manager. This position is non-exempt. Fair Labor Standards Act overtime provisions will apply. Per Florida Statute 295.065, certain servicemembers and veterans, and the spouses and family members of such servicemembers and veterans, receive preference and priority, and that certain servicemembers may be eligible to receive waivers for postsecondary educational requirements, in employment by the state and its political subdivisions and are encouraged to apply for the positions being filled. Primary Duties Reviews development applications for compliance with the City’s Comprehensive Plan, Land Development Regulations (LDR), and local ordinances. Reviews, analyzes, and oversees development proposals, such as new site plans, site plan modifications, landscape plans, rezoning, conditional uses, land development regulation amendments, comprehensive plan amendments, variances, and subdivision plats through various municipal procedures. Communicates effectively both verbally and in writing with applicants regarding the status of their projects. Makes presentations to boards and committees. Performs data collection and conduct studies on planning related issues. Gathers statistics and prepares reports, exhibits, and makes recommendations for the Planning Manager. Responds to public requests for information regarding development or planning and zoning issues. Assist property owners with compliance with the City’s Land Development Regulations and, if applicable, adopted design guidelines and related standards. Attends and conducts meetings with property owners, applicants, development professionals, and/or citizen groups as the situation warrants. Conducts site visits of properties and completes inspections, including commercial landscape inspections. Stays up-to-date with federal, state, and local planning, zoning, environmental, flood plain, and land use regulations, standards, and requirements governing the work. Prepares public notices for land development applications. Fosters positive employee relations and employee morale on a City-wide basis. Provides planning services at the front counter to walk-in customers. Needs to be alert to safety hazards in the field when making inspections, posting sites, and taking photographs. Performs other duties as assigned. Minimum Qualifications Associate’s degree from an accredited college or university in Urban Planning or related field. Three (3) years of land use planning as well as zoning code and development experience. Valid Florida Driver’s License. In some cases, an equivalent combination of higher education and experience may be considered, provided that the education and experience is in a relevant and related field. Requires frequent walking and standing, climbing, stooping, reaching, bending, Good finger/hand dexterity and hand/eye coordination, Good eyesight, hearing and speech, and regular driving of vehicle. Work Environment Works inside an environmentally controlled space, but will intermittently work in adverse environmental conditions (e.g., heat, cold, and rain) for moderate periods of time and exposure to construction and water/wastewater site hazards, traffic, and moving machinery during site inspections.
