General Description:
Performs Administrative Assistant duties in support of the Planning and Zoning Department. Will provide administrative and technical support, and assistance in data gathering, planning, review, and other planning-related issues with special emphasis on providing assistance to the development community. This position reports to the City Planner.
Responsibilities:
Interact with citizens, applicants, consultants, and walk-in traffic. Answer phones, take messages, and respond to customers’ routine requests for information (walk-in & phone). Accept permit applications, review permit applications, approve/issue permits, and maintain a spreadsheet of current permits. Tracks process and updates permit information in the work system. Retrieves and files Planning and Zoning data for supporting documentation. Calculate impervious Surface Area (ISA) for Zoning Clearance Applications and signage requirements as they relate to sign permits. Checks survey of property, County maps, Zoning maps, and Municipal Code for Zoning conformance. Notify the Water Department of newly constructed homes. Builds productive working relationships with internal and coordinates communication with agencies as needed on permit-related issues and requirements. Required to attend (P&Z) Planning and Zoning meetings and generate meeting minutes. Request Tree Removal Inspection and advise applicants of the outcome of Tree Removal. Review and certify zoning on Business Tax Receipt applications. Prepare Planning and Zoning Commission meeting minutes, update Planning and Zoning Commission meeting minutes, if necessary, prepare final minutes for approval. Prepare public-meeting signs for posting by applicants notify applicants when public-meeting signs are available for pick up and posting deadline and arrange/schedule for photos of public-meeting signs posted by applicants. Prepare Federal Express shipments, certified mail, and standard mailing of documents and meeting materials. Provide updated Planning Department information for the city website to the Information Technology Department. Prepare and update SOP checklists for zoning procedures. Update zoning applications as needed, convert them to PDF, and transmit them for inclusion on the city website. Assist builders, contractors, and citizens with diverse ordinance and code questions and technical questions regarding the processes and land development. Maintained and coordinate files and land use records for Planning and Zoning both computerized and manual filing systems. Maintains departmental forms used in the application process, maintains scanned records, and uploads to customer files. Post, distribute and remove Planning and Zoning Commission agendas on/at/from bulletin boards, post office, and the city website. Notify, by phone or e-mail, all applicants of the date and time of their meeting. Keep the photocopier stocked with paper, and all applications stocked and available for applicants. Responsible for ordering office supplies with the approval of the City Planner. Update zoning applications as needed, convert them to PDF, and transmit them for inclusion on the city website. Work is performed under deadlines and requires attendance at public meetings and hearings, many of which are held in the evening hours. Take on Special Projects as assigned, some examples include surveying other communities regarding permit fees, updating all existing application forms to PDF for inclusion on the website, assisting Code Enforcement in updating their section of Code, creating new forms as new procedures, creating spreadsheets and other tracking mechanisms for various items, etc. May be required to work extended hours, especially during emergencies and natural disasters. Ability to answer routine technical questions from the public by telephone or in person. Ability to maintain records. Ability to perform research, collect data, and compile simple reports and correspondence. Ability to establish working relationships with other employees and the general public. May be required to demonstrate intermediate to advanced proficiency in word processing, spreadsheet, or presentation software, grammar, spelling, setting priorities, or correspondence compositions.
Minimum Requirements:
Graduation from High School or equivalent. Three (3) years of administrative assistant experience in engineering or planning-related professions or an equivalent combination of relevant education and experience. Basic mathematical skills Valid Florida Driver’s Lic. Must reside within twenty-five (25) miles from Minneola’s city limits.
