Under general supervision, the purpose of the position is to coordinate and participate in the TRC process within the Development Review Department in coordination with other departments, including representation of TRC, PC, and BCC levels. Employees in this job classification function in a journey professional capacity to accomplish technical functions according to established schedules, calendars, projects, and programs of the Development Review Department. Position coordinates the TRC agenda, analyzes, and interprets development plans and Plats, and makes appropriate recommendations following LDC, Municipal, County, and State Development policies and regulations (Planning, Zoning, and Engineering). Assists the department in achieving its mission and vision statements. Essential Job Functions The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. Coordinates projects in the review process to ensure compliance with LDC as determined by the manager and to communicate with applicants upon completion. Evaluates office procedures, schedules, and workflow, and recommends policies and procedures to improve efficiency and effectiveness of development operations; assists with specialized projects to support administrative processes of the department. Coordinates with other divisions and fields of expertise during the review process and makes suggestions to conform to the Osceola County LDC. Provides information as requested to the manager. Administers complete review process and coordinates with the County Surveyor, consultants, surveyors, and developers in a timely manner. Provides plat review and compliance with Chapter 177, Florida Statutes. Coordinates handling/administering of the County Benchmark Program. Reviews and makes decisions regarding lot splits and lot configurations. Reviews Site Development Plans for compliance with Zoning, Environmental, and Landscaping. Reviews legal descriptions and instruments for plats, deeds, and easements for dedications. Coordinates review and approval of building applications when dealing with right-of-way, foot print location, set backs, and other related established conditions. Coordinates and processes Development Bonds (Performance and Maintenance Bonds) and escrow agreements with applicants, office clerk and county attorney’s office.. Coordinates and attends meetings associated with development projects. Participates in pre-application meetings and any other related meetings as assigned by the manager. Cooperates with Engineering & Public Works and Zoning Staff during changes to processes. Research and prepares cases of site plan violations and represent written agendas to the BOCC and PC. Works to create community and interdepartmental partnerships. Confers with applicants and assists in determining eligibility. Schedules and carries out required applicant counseling sessions. Coordinates and attends Pre-Construction meetings, on an advisory level, with the Construction inspection staff. May process applications, permits and ordinance revisions associated with the LDC. Reviews and processes Task Authorizations and associated documentation for continuing services with consultants. Performs other related work as required.

Minimum Qualifications Education:

Bachelor’s Degree in Planning, Engineering, or Public Administration, or a related field;

Experience:

Three (3) years of administrative, professional, and technical experience in Engineering, Planning, or Zoning fields related to administration and the review process.

Miscellaneous:

Must possess a valid Florida Driver’s License. Knowledge, Skills and Abilities General knowledge of the principles and practices of Civil Engineering, Planning, Zoning, and surveying. Familiar with the County development review process. Thorough knowledge of pre-established local, state, and federal policies, procedures, and regulatory requirements applicable to the work. Knowledge of other agency requirements (FDOT, South Florida Water Management District (SFWMD), City of Kissimmee, and the City of St. Cloud. Knowledge of Chapter 177, Florida Statutes, and other applicable surveying requirements of platting. Ability to read and understand plats, surveys, site development plans, landscape plans, and construction documents. Ability to effectively communicate both orally and in writing and the use of presentation techniques. Must be able to independently lead the project to successful completion. Skill in establishing and maintaining effective working relations with all levels of management, employees, other departments, officials, and the general public; skill in the principles and techniques of customer service. Skillful in using good judgment, discretion, and confidentiality in the performance of duties. Knowledge of business English, e.g., correspondence formats, spelling, punctuation, and grammar. Ability to perform routine mathematical computations and tabulations accurately and efficiently. Ability to access, operate and maintain various software applications. Ability to operate basic office equipment e.g., computer terminals, printers, copy machines, telephone systems, and facsimile machines. Ability to read, update and maintain various records and files; knowledge of administrative support functions, e.g., records maintenance, data analysis, reports processing, and documentation proofing.

Physical Demand Physical Demand:

Light 20 pounds maximum lifting. Frequent (up to 2/3 of the work time) lifting, carrying up to 10 lbs. If less lifting involved will require significant walking/standing may be required. If mostly sitting is involved will require push/pull on arm or leg controls. Expressing or exchanging ideas by spoken word or perceiving sound by ear. Good eyesight for production or safety of self and others. Physical agility is required in kneeling, bending, stooping, and reaching. Required to have clear vision at distances of 20 inches or less.
