Under general direction, the purpose of the position is to oversee and coordinate the development and management of Osceola County’s public lands, mitigation lands, and acquired conservation lands. Employees in this classification perform at a professional level and are responsible for grant preparation and implementation, land stewardship, land management planning, mapping, and GPS data as it relates to land planning/usage and restoration. Work includes coordinating goals and project activities with other departments, local, State, and Federal environmental agencies, e.g., Department of Environmental Protection, Water Management Districts, Florida Fish and Wildlife Conservation Commission. Essential Job Functions The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. Coordinates and manages assigned office operations to support departmental goals and objectives; coordinates activities with other departments and agencies as needed. Develops, plans, evaluates work programs, and performs liaison responsibilities with local and state non-profit agencies and groups to further the goals of conservation, education, public relations, and public outreach opportunities. Develops plans for controlled burns for both fuel reduction as well as maintaining habitat specific intervals. Develops and implements best management practices for the control and removal of non-native and invasive plant species through a combination of mechanical, chemical, & biological methods. Develops plans and implement projects to improve habitat conditions for wildlife and plant species; performs restoration activities including reforestation, wetland restoration, and groundcover restoration. Performs technical assessments in the evaluation, planning, and management of public lands for conservation, mitigation, passive recreation, environmental education, historical or cultural purposes. Oversees maintenance, security, and repair of all assigned properties, equipment, trails, and fencing of cultural and passive recreation amenities. Prepares and oversees land management and site management planning development and contracts in accordance with the Park’s Master Plan and individual management plans for public lands. Prepares and submits appropriate reports, photography, literature, surveys, maps, endangered listings, analyses, evaluations, master planning, environmental assessments of public lands, and flora and fauna. Prepares and submits grant applications/reports to appropriate agencies for development and land management, e.g., exotic/invasive plants, prescribed burns, land planning, restoration, program, and park design/development. HelAssists with budget preparation and ensures all functions and programs under charge are performed within established budgetary parameters, including performing cost control activities, monitoring revenues and expenditures, and ensuring sound fiscal control. Performs a variety of critical record keeping duties; manages and maintains department record keeping and database systems and relevant materials appropriate to assigned unit. Coordinates and performs regular on-site inspections and tours of public lands within the County for reporting, assessment, and planning purposes. Coordinates staff, interns, and volunteers as needed. Attends meetings for the dissemination of information. Performs other duties as assigned/necessary which are related, or logical in assignment to the position.

Minimum Qualifications Education:

Bachelor’s Degree in Biology, Ecology, Natural Science, Botany, Forestry, Wildlife Management, Natural Resource Management, Wildland Recreation Management or related field.

Experience:

Four (4) years of responsible experience in environmental lands research, evaluation, and/or management; or an equivalent combination of education, certification, training, and/or experience.

Miscellaneous:

Must possess and maintain a valid Florida Driver’s License Knowledge, Skills and Abilities Thorough knowledge of concepts, terminology, and principles of conservation land management. Thorough knowledge of local, State, and Federal lands programs, grant programs, permitting, regulations, and current best practice techniques regarding environmental lands. Knowledge and understanding of the role of fire in ecosystems, including fire behavior, fire effects, and fire regimes. Knowledge of prescribed fire planning, implementation, and monitoring techniques. Knowledge of safety procedures and protocols to ensure the safe execution of prescribed burns. Ability to assess and address challenges that arise during prescribed burns and the ability to make quick and informed decisions in dynamic and potentially hazardous situations. Skill in identifying state and federal threatened, endangered, and listed species and their habitats. Skill in identifying land use types using FDOT land use classifications or FNAI land use classifications, and delineating them on aerial maps Ability to organize, communicate, and work with a variety of citizen groups, advisory boards, and elected officials in a written and verbal capacity; ability to establish and maintain effective working relations with employees, the public, and elected officials. Ability to understand and follow oral and written communications and work with minimal supervision, use good judgment, and make independent decisions when necessary. Ability to plan, write, organize, and coordinate work projects utilizing computer software such as Microsoft Word and Excel. Ability to interpret maps, site plans, aerials, hydrology, soils, land use, codes, Comprehensive Planning documents, and the like. Skill in preparing complex correspondence, summaries, and reports in a clear and concise manner; skill in business English, e.g., correspondence formats, spelling, punctuation, and grammar. Skill in performing routine mathematical computations and tabulations accurately and efficiently. Ability to operate basic office equipment e.g., computer terminals, printers, copy machines, telephone systems, and facsimile machines. Skill in reading, updating, and maintaining various records and files; skill in administrative support functions, e.g., records maintenance, data analysis, reports processing, and documentation proofing.

PHYSICAL DEMAND REQUIREMENTS
Physical Demand:

Medium 50 pounds maximum lifting. Frequent (up to 2/3 of the work time) lifting, carrying up to 10 lbs. If less lifting involved it will require significant walking/standing may be required. If mostly sitting is involved it will require push/pull on arm or leg controls. Expressing or exchanging ideas by spoken word or perceiving sound by ear. Good eyesight for production or safety of self and others. Physical agility is required in kneeling, bending, stooping, and reaching. Required to have clear vision at distances of 20 inches or less.
