Development Services Director City of West Palm Beach – 3.7 West Palm Beach, FL Job Details Full-time $136,315 – $204,472 a year 16 hours ago Benefits 401(a) Paid holidays Health insurance Dental insurance Flexible spending account Vision insurance Life insurance Qualifications Management 5 years High school diploma or GED Driver’s License Class E Bachelor’s degree AICP Certification Senior level Full Job Description Under general direction, plans, organizes and directs the activities of the Development Services Department to include Planning and Zoning, and Building; provides highly responsible technical and administrative oversight on compliance with city land use and building codes and applicable federal and state laws. Performs other related duties as assigned.

DUTIES AND RESPONSIBILITIES

(Which are not in any hierarchical order) 1. Interprets and establishes policies and procedures for the efficient operation of the department. 2. Manages technical and administrative staff in the enforcement of various City ordinances related to building and zoning codes and business tax certificate regulations. 3. Supervises activities and work product of assigned staff and evaluates their performance. 4. Assigns tasks to employees and monitors their progress. Guides and develops employees in the accomplishment of their duties. 5. Prepares department budget; oversees and monitors expenditures. 6. Recommends changes and prepares revisions to zoning and land use codes. 7. Acts as an advisor to City Administration by providing updates and reports on building, land use and other allied codes, statutes, policy and ordinances. 8. Provides oversight and guidance to the City Building Official. 9. Coordinates with the City Attorney’s Office on court cases involving enforcement of City building, land use/zoning codes and business tax certificates. 10. Interprets policies and advises developers, contractors, builders and the general public on City and departmental policies and procedures necessary for compliance. 11. Develops and establishes regulations for the enforcement of business tax certificates. 12. Works with other city departments on developing policies and strategies related to land use, transportation and infrastructure. 13. Provides presentations to the City Commission, construction/development industry and the general public on city land use policies, growth trends and other related issues. 14. Performs other related duties as assigned. Salary Depending on qualifications the hiring salary for this position can be within the range of $136,315 – $204,472 (Pay grade GM07) Benefits The City of West Palm Beach’s current benefits package includes: Health, Dental and vision Insurance, and an Employee & Family Health Center with no co pays. 457 Deferred Compensation Plan Defined Compensation 401(a) Plan with a 6.5% City match. $250,000 in Life Insurance Twelve Paid Holidays Vacation/Annual Leave Sick Leave Four Days of Management Leave per Year Flexible spending account Relocation expenses Qualifications Bachelor’s degree with a major in Architecture, Engineering, Planning or related field (education will be verified using the “Education Requirements” listed below) and ten (10) years of progressively responsible building code, and/or planning experience is required, or any equivalent combination of training and experience. Five (5) years of managerial experience is required. State of Florida licensure as a Building Code Administrator, Certified Building Official, or American Institute of Certified Planners (AICP) certification is preferred. A current and valid Florida driver’s license is required. For application purposes, a valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida driver’s license within thirty (30) days from date of employment

Education Requirements :

To be considered valid (or verified) for position qualification purposes, and consistent with City Hiring Policy 4-5, a High School, GED or equivalent diploma, and all higher education degrees or certifications must have been issued by: a) a public education institution in the State of Florida or any State or Territory of the United States; or b) an institution accredited by an accrediting organization that is recognized by the Florida Department of Education or the U.S. Department of Education; or c) an institution that is accredited by an organization that is recognized by the Council for Higher Education Accreditation (CHEA); or d) an institution whose degree or certification is accepted by institutions identified in either a), b), or c), above, for the purpose of admission to institutions identified in either a), b), or c) above. International degrees will be evaluated to determine if they satisfy qualification requirements. Additional Details The selection process for this position may consist of any, all or a combination of the following tests: evaluation of training and experience, written examination, structured oral interview or other assessment method.

State of Emergency:

When normal operations of City departments are suspended or interrupted due to a declaration by the Mayor that a state of emergency exists, all employees will be deemed critical by the City. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work. Employees deemed critical by the City but not needed for the initial preparation and/or continuation of emergency operations or for special work detail may be directed not to report to work, and given paid administrative leave or they may be reassigned to another location that best meet the needs of the City.
