JOB SUMMARY :

Researches and evaluates zoning codes and zoning information, reviews applications for permits to determine compliance with zoning requirements and subdivision regulations, and acts as staff support for the Planning Commission. Prepares application review documents, legal ads, and staff reports for variances, conditional uses, special uses and rezoning items. Prepares annexation reports and zoning verification letters. Assists the public and other staff, researches zoning and development review cases, determines feasibility of requested changes, and describes procedures for obtaining permits. Consults with public in person or by telephone; explains applicable regulations for development proposals, and describes procedures for processing permits and applications.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

(employee may not perform all duties): Reviews plans for compliance with applicable ordinances, laws, rules, and regulations and reviews applicable legal documents. Handles customer phone calls, in-person inquiries and appointments related to zoning and development issues and projects. Receives and reviews applications for zoning, land use, permits and approves or routes applications to appropriate personnel. Assists in preparing and presenting detailed reports on rezoning, conditional use, special use and variance requests for the Planning Commission. Assembles maps, plans, and related documents needed for plan review and assists co-workers in performing related research. Performs onsite inspections of proposed and on-going plans to gather information and determine compliance. Provides information to the public as required. Regular and predictable attendance is required. Performs other related duties as required.

MINIMUM QUALIFICATIONS REQUIRED

Education and Experience:

Bachelor’s degree in Planning, Landscape Architecture or Public Administration or related field with one year relevant experience. Any equivalent combination of education and experience sufficient to successfully perform the essential duties of the jobs such as those listed above.

Licenses and Certifications:

Valid Class I Driver’s license and a satisfactory Motor Vehicle Record (MVR).

Knowledge, Skills, and Abilities:

Knowledge of the principles and practices of urban and regional planning. Knowledge of applicable laws, ordinances, policies, standards, and regulations pertaining to the specific duties and responsibilities of the position. Knowledge of Microsoft Word, Excel, Access, and PowerPoint. Knowledge of Geographical Information Systems (GIS). Ability to compile, organize, prepare, and maintain an assortment of records, reports, and information in an effective manner and according to departmental and/or governmental regulations. Ability to effectively communicate and interact with supervisors, other employees, government officials, and the public. Ability to assemble information, research and analyze related topics, draw conclusions, and create written reports and documents that communicate in a concise, clear, and effective manner. Ability to use independent judgment in routine situations. Ability to plan, organize, and/or prioritize daily or long range assignments and work activities. Ability to prepare and deliver public presentations and to communicate effectively both orally and in writing. Ability to deal courteously and diplomatically with the general public.
