Planner Town of Youngsville Youngsville, NC 27596 The Town of Youngsville is seeking a Planner to join its Administration Department team! Located in the beautiful piedmont region of central North Carolina and in the County of Franklin, Youngsville sits within a few hours of the coast and the beautiful Blue Ridge Mountains. We are less than a 30-minute drive from Research Triangle Park (RTP) and the RDU International Airport. With approximately 2,000 residents, our community is one of small-town character with a desire for excellence and innovation. Youngsville is projected to experience significant growth as new residents flow into the RTP region and as neighboring Wake County becomes more congested. Hiring Range $40,494.00 – $50,619.00 Annually Closing date Open until filled; priority consideration date is 5/27/25 General Statement of Job Performs administrative, clerical and technical duties supporting the Planning Director to assure compliance with planning and zoning codes, ordinances, regulations, and other legal issues related to land use and comprehensive planning. Essential Job Functions The following duties are representative of this position. Other duties may be required and assigned. Serve as first point of contact for the Planning Department. Prepare correspondence, answer telephone calls, and prepare and respond to emails. Receive inquiries from the public and furnish requested information or direct inquiries to the appropriate source for answers. Receive and process applications for zoning, rezoning, and other planning-related matters. Reviews zoning permit applications to assure compliance with basic requirements such as setbacks. Maintains automated tracking systems, hard copy files, and records. Researches and compiles information on a variety of planning issues from multiple sources. Prepares public notices or property owner verifications. Prepares maps, charts, tables of limited complexity. Investigates violations of planning regulations and ordinances, including site visits. Attends public meetings, assisting other planning staff as appropriate. Performs other duties as assigned. Knowledge, Skills and Abilities Knowledge of planning principles and practices, including zoning and other pertinent specialties. Knowledge of principles and practices of research and data collection. Knowledge of effective writing techniques. Use a variety of word processing, spreadsheet, database, computer-aided drafting and/or GIS systems, or other system software. GIS programs and applications. Oral communication and interpersonal skills to explain rules and procedures clearly to the public. Problem-solving skills to gather relevant information to solve practical problems and address citizen inquiries and concerns. Report-writing skills in creating a variety of technical reports, documents, and other correspondence. Ability to review plans and apply provisions of the ordinances and codes to determine compliance with such regulations and to apply regulations to field conditions. Ability to work on several projects or issues simultaneously. Ability to work independently or in a team environment as needed. Ability to establish and maintain effective working relationships with other employees and the general public. Ability to complete and accurate records. Physical Requirements Sedentary clerical work. Ability to conduct off-site visits with clipboard and camera on uncertain terrain. Ability to complete sign sweeps throughout the town without assistance. Minimum Training and Experience Any combination of education and experience equivalent to graduation from high school and considerable experience in general clerical work involving contact with the public and record keeping. Preferred Education and Experience Completion of a bachelor’s degree in urban planning, architecture, construction management, social sciences or related field. An internship or one year of experience in plan review, zoning administration, or clerical work can substitute.
