Overview:
Performs difficult professional work participating in a variety of assignments in the Planning Department including: neighborhood-based redevelopment efforts, arts-based redevelopment and downtown revitalization. Work involves assisting with project applications, grant writing and project development for grant funding programs; working closely with the Historic Preservation Commission and assisting the Planning Director with the project area plans and projects.
Essential Functions
- Applying for grant funded projects; reviewing plans and rehabilitation programs; collaborating with community agencies for city wide impact; assisting with policy updates and creating innovative projects for the city’s economic and touristic revitalization

- Oversee community development initiatives, including but not limited to: neighborhood-based redevelopment efforts, arts-based redevelopment and downtown revitalization. Identify economic and community development grant-eligible projects with state and federal resources
- Design and conduct outreach ,community engagement, trainings, meetings and workshops withthegeneral public and key stakeholder groups
- Prepare and submit applications for state and federal funding and other grant opportunities to include managing and administering said grants once awarded
- Create, implement and evaluate new and existing plans, including Comprehensive Land Use Plan, neighborhood plans, transportation plans, etc
- Conduct research, analyze data and update stakeholders on relevant planning and community development issues
- Foster and develop collaborative partnerships between the city, public and private non-profit organizations, educational system and private sector
- Provide technical assistance to community-based organizations, citizens and other governmental agencies by providing a variety of planning activities
- Oversee Community Rating (CRS) and assist with floodplain management program
- Perform other duties as assigned.
- Minimum Qualifications
- General knowledge of the theory, principles, practices and techniques of City planning as they pertain to the design and development of urban and regional areas; general knowledge of the various ordinances, codes and regulations pertaining to planning, community development and zoning; basic understanding of GIS; ability and experience working comfortably with diverse stakeholders; ability to research and analyze various topics regarding neighborhood revitalization, downtown revitalization, etc.
; strong and clear verbal and written communication skills; experience in preparing and presenting PowerPoint documents with the ability to speak comfortably with diverse groups; ability to establish and maintain effective working relationships with associates, elected officials, surveyors, engineers, architects, state and federal agency representatives and the general public
- Must be a self-starter with the capacity to work independently and in a team environment
- Must have a high level of motivation and the ability to set goals and prioritize completing tasks
- Must have passion and enthusiasm for community development, including downtown and neighborhood revitalization efforts.
- Education and Experience
- Bachelor’s degree from an accredited college or university with coursework in planning, urban design, public administration, political science or related field and at least two years relevant experience in a municipal or regional planning environment and/or grant writing and administr tion or equivalent combination of education and experience
- Master’s degree in related field preferred, but not required
- AICP, CZO, and CFM preferred but not required
- Possession of an appropriate driver’s license valid in the State of North Carolina.

g. business office with type writers and/or computer printers, light traffic).
