The City of Hampton is seeking a dynamic and mission-driven Resiliency Specialist to support the City’s Resilient Hampton Initiative. This initiative is focused on proactively managing a wide array of community risks that may impact Hampton’s economic, cultural, and environmental well-being. The Resiliency Specialist will assist in implementing cross-departmental strategies and innovative solutions to strengthen the city’s capacity to adapt, recover, and thrive in the face of challenges, including sea level rise, climate change, and extreme weather events.

Minimum QualificationsBachelor’s degree in business or public administration, urban planning, public policy, urban design, emergency management, engineering, environmental sciences or a related field required.

Minimum of one (1) year of direct work experience in economic development, sustainability-based economic development, urban or regional planning, emergency preparedness or environmental and/or sustainability programs is required and may have been obtained through part-time work or internships. The following list of experience is preferred: Creating graphics for outreach, project management, grants administration, and coastal flood mitigation and resiliency experience. This experience may be obtained through professional, academic, or volunteer roles and capacities.

Demonstrated knowledge of natural hazards and the impacts of climate change on the Hampton Roads region. Demonstrated ability to communicate with diverse stakeholders, including the public. Ability to work in a fast-paced, team-oriented environment. Strong organizational skills and attention to detail. Must possess a valid driver’s license and must have and maintain a satisfactory driving record based on the City of Hampton’s criteria.

Must successfully pass a background check related to this position prior to any offer of employment or promotion.

An acceptable combination of experience and education which qualifies the applicant for this particular position may be considered for the more specific requirements outlined above.

Additional RequirementsRequires the ability to work as a team member, and to be adaptable to performing effectively under stress.

Requires some travel throughout the City and attendance at meetings and events held after normal working ours.

This position is considered essential personnel during City emergencies and is expected to be available whenever requested to support the Emergency Operations Center (EOC) recovery operations. This is an exempt position

EXAMPLE OF DUTIES

What YOU will be doingAssists implementation of Resilient Hampton projects and strategies by performing both administrative and technical tasks.

Tracks project progress, and collects and organizes metrics for reporting. Translates information and ideas into effective materials (writing, drawing, photography, video, etc.) to convey information to customers regarding floodplain management, hazard mitigation, and resiliency.

Coordinates and conducts community outreach and engagement activities to involve the public in resilience planning, programs, and projects.

Supports inter-departmental coordination and conducts routine administrative tasks to ensure regular, efficient communications and decision-making for resilience work.

Serves as a resource to other departments to identify strategies to maximize innovation and minimize the impacts of unforeseen events.

Conducts data collection, analysis, writing, and outreach for resilience plans, and integrates resilience into the City’s long-range, strategic, hazard mitigation, economic development, capital improvement, and master plans.

Administers City grants to distribute funding for resilience actions in the community.

Develops proposals in response to grant funding opportunities to support resilience work.

Contributes ideas and recommendations to inform approaches and processes utilized by the Resilient Hampton team to accomplish its mission.

Tracks ongoing regional, national, and international resiliency initiatives and opportunities. Identifies relevant professional conferences and tracks grant funding resources.

Represents the Resilient Hampton Division in various interdepartmental responsibilities.

Performs related tasks as required.
