In 2003, the Town of Chapel Hill enacted single family residential development regulations to manage neighborhood infill and protect its water ecosystem. In taking this step that other communities in North Carolina do not take, the Town recognizes the need to provide technical assistance and navigational help for residents and builders. The responsibility of this position is to help customers successfully navigate the residential zoning regulations and protect the Town’s natural environment. This position performs professional work in residential site plan and permit review and helps applicants and design professionals navigate the Town’s review and permitting process. The position verifies compliance with local ordinances and state statutes. As part of an integrated building and zoning review team, the position provides information counter support, and other duties as needed. Serves as the liaison with Planning and Stormwater Departments as needed. Position involves extensive customer interaction and communications outreach efforts.

EXAMPLE OF DUTIES ESSENTIAL FUNCTIONS
Plan Review:

Perform residential and sign plan review functions and issue the appropriate permits.

On-site Zoning Verification:

Visits projects when they are completed to compare them to the approved zoning compliance permit.

Permit Navigation:

Assist clients through the permit process and the status of their projects.

Customer Service:

Provide zoning and planning related information to a broad array of citizens, builders, architects, engineers, and Town staff.

Projects:

Be able to identify, organize and complete small projects as needed by the department.

Training and Development:

Help Permit Center staff understand how to provide basic zoning advice and guidance to clients that is consistent with local ordinance and state regulations.

Perform other related duties as assigned.
