EDUCATION/TRAINING

Bachelor’s degree required; majoring in Planning or related field.

WORK EXPERIENCE

One (1) to three (3) years working experience in planning or related field. Government experience preferred.

FRANKLIN COUNTY COMMUNITY PLANNER

Position Description Non-Exempt

OVERALL OBJECTIVE OF JOB

Professional planning position that coordinates with staff in managing all the programs administered by the Planning Department.

ESSENTIAL FUNCTIONS OF JOB 1.

Coordinates with staff regarding program development, project specific budget development and management and administration of the programs and activities managed by the County, including but not limited to the following programs: Agricultural Land Preservation, Community Development Block Grant, Solid Waste/Recycling, Subdivision and Land Development and Transportation Planning. 2. Actively seeks funding sources to supplement planning programs. 3. Prepares project specific grant applications. 4. Responsible for monitoring, on-site investigations and inspections for evaluation of projects. 5. Regularly interacts with federal, state, and local agencies to ensure regulation compliance. 6. Maintains accurate financial, statistical, and other data on all grant programs and activities. 7. Interacts with consultants regarding reviews and technical development of programs and funding. 8. Consults and advises other County offices regarding technical issues relating to planning projects. 9. Assists with the public relations program for the department. 10. Coordinates and leads meetings and education programs for government officials and the public. 11. Collect and analyzes data for project specific results. 12. Employs Geographic Information System as needed for projects.

OTHER DUTIES OF JOB 1.

Travels periodically to meetings, seminars, agencies, banks, etc. as needed to perform essential job duties. 2. Serve on boards and committees as requested, some of which may be outside of normal working hours. 3. Operates computer and other office equipment as necessary to perform essential functions of job. 4. Performs other job-related duties as required.

Receives occasional instruction and supervision from the Senior Planner.

WORKING CONDITIONS 1.

Works indoors in adequate workspace with adequate temperatures, ventilation and lighting. 2. Works with average indoor exposure to noise and stress, but subject to frequent disruptions. 3. Normal indoor exposure to dust/dirt. 4. Travels occasionally as needed to perform essential job duties. 5. Periodically works evenings of fluctuating schedules as needed to perform job duties. 6. Periodically exposed to various outdoor elements when conducting field investigations.

PHYSICAL AND MENTAL REQUIREMENTS 1.

Infrequent movement about the work site during the workday. 2. Standing/Sitting required during normal workday activities. 3. Speaking/Communications with normal ability required. 4. Vision with normal ability required. 5. Infrequent lifting of up to 50 pounds.

QUALIFICATIONS A. EDUCATION/TRAINING

B. WORK EXPERIENCE

One (1) to three (3) years working experience in planning or related field. Government experience preferred.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED 1.

Must be able to speak and understand the English language in an understandable manner in order to carry out essential job duties. 2. Must possess effective communication and interpersonal skills 3. Must possess initiative and problem solving skills. 4. Must possess ability to function independently, have flexibility and personal integrity and the ability to work effectively with clients, co-workers, agencies and others. 5. Must possess ability to maintain confidentiality in regard to client information and records. 6. Must possess the technical knowledge of operating personal computers and other office equipment with accuracy and reasonable speed. 7. Must possess a willingness to travel as needed to carry out essential job duties. 8. Must possess knowledge of rules and regulations or government agencies and ability to apply same to job duties. 9. Must possess ability to develop grant proposals and implement research grants effectively and efficiently in accordance with needs of the area. 10. Must possess ability to conduct research, collect and analyze survey data and utilize for effective development of current programs and meet existing needs.
