OF THE REGIONAL TRANSPORTATION PLANNING OFFICE

The Regional Transportation Planning Office (RTPO) serves the 155,000+ residents that call Mesa County, Colorado home. We act as both the federally designated Metropolitan Planning Organization (MPO) and public transit provider for the Grand Valley, serving as a conduit for coordinating transportation plans and programs, providing a forum for communication and understanding between local, state, and federal agencies. At the RTPO, we are dedicated to creating safer, more accessible, sustainable, and interconnected transportation systems.

JOB SUMMARY

We are seeking a motivated and detail-oriented Transportation Planner to join our team. This position will play a key role in advancing regional transportation planning efforts with a strong focus on reducing greenhouse gas emissions and promoting multimodal transportation options. The successful candidate will be passionate about sustainable transportation and possess strong analytical, communication, and collaboration skills. Essential Duties

ESSENTIAL JOB FUNCTIONS

Greenhouse Gas Reduction:

Assist in the development, coordination, evaluation, implementation, and progression of initiatives aimed at reducing Greenhouse Gas emissions from transportation with the goal of improving air quality and promoting sustainable transportation options.

Multimodal Initiatives:

Participate in and/or lead multimodal planning initiatives such as Bike Month planning, Safe Routes to School, Complete Streets, and access to state and federal lands.

Public Involvement and Education:

Organize and support events that engage or educate the public and stakeholders.

GIS Mapping, Data Analysis, and Data Sharing:

Read and interpret data from spatial and non-spatial databases. Create and update transportation and demographic datasets. Incorporate data sharing and consideration into the transportation planning process.

Transportation Planning:

Contribute to the development of regional and local transportation plans, reports, studies, and presentations.

Funding Opportunities:

Research grant opportunities for relevant projects and programs. Assist or lead in the development of grant applications. Ensure compliance with grant guidelines and regulations. Perform other related duties as assigned.

MINIMUM QUALIFICATIONS

Education and Experience Bachelor’s or Master’s Degree from an accredited college or university in Urban/Regional Planning, Civil Engineering, Public Administration, Public Policy, Environmental Planning, Environmental Science, Environmental Engineering, Sustainability, Geography, or a relevant field. Any combination of education, training and experience which provides the knowledge, skills and abilities required for the job. Two years or more of work experience is preferred. Skills and Abilities Desired candidate must be passionate about transportation and working with key stakeholders and the public. The following skills/abilities are also desired: Skill in: Using tact, discretion, initiative, and independent judgment within established guidelines in management and public contact. Communicating clearly and effectively, in verbal, written, graphic, and map form. Effective methods and techniques of research, statistical analysis, and report preparation. Organizing work, planning, setting priorities, meeting critical deadlines.

Ability to:

Work independently to initiate projects and activities with minimal supervision. Establish and maintain effective working relationships with all levels of staff, community leaders, government representatives, and the public. Analyze data, define problems, identify potential solutions, develop implementation strategies, and evaluate outcomes. Prepare for, conduct, and speak before small and large groups and effectively respond to questions. Interpret and apply federal, state, and local policies, procedures, laws, standards, and regulations. Serve as project manager for multiple complex planning projects or studies. Travel for events, training, and other functions. Keep up-to-date and provide guidance on industry best practices, including trends, policies, programs, plans, projects, and innovations.

Knowledge of:

Current theory, principles, and practices of transportation planning and its relationship to community and economic development. Computer and Technology Proficient with Microsoft Office applications. Proficient with desktop and online GIS applications – ArcGIS, QGIS, or others. Proficient in Adobe Creative Suite is preferred. Supplemental Information

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT

This position requires standing, stooping, sitting, bending, twisting, and lifting up to 25 pounds. Work is generally confined to a standard office environment however you will be required to work outside at times in varied weather conditions and terrain.
